About this opportunity

The National Institute of Allergy and Infectious Diseases seeks to develop centralized dosimetry guidance and monitoring of radiation sources and irradiation protocols across institutions funded by its Radiation Nuclear Countermeasures Program portfolio. Offerors must demonstrate experience providing consistent and accurate radiation dosimetry exposures for non-clinical animal and in vitro studies using multiple species within a defined radiation system. Proposals will be evaluated based on technical approach, management capabilities, and price/cost. Proposals are due by July 19, 2019 and must be submitted electronically through the NIAID contracting website.

There is no set-aside designation. The primary NAICS code is 541715 and PSC code is R425. The anticipated single-award IDIQ contract period is five years from June 2020 to May 2025, with a maximum value of $15M including optional extension years. Performance will take place at approximately 15 funded institution locations with 8 irradiation sources. The contractor will be expected to coordinate dosimetry activities across these various places of performance.

Notice text

Introduction

The National Institute of Allergy and Infectious Diseases (NIAID), National Institutes of Health (NIH), of the Department of Health and Human Services (DHHS) supports research related to the basic understanding of microbiology and immunology leading to the development of vaccines, therapeutics, and medical diagnostics for the prevention, treatment, and diagnosis of infectious and immune-mediated diseases. The NIAID, Radiation Nuclear Countermeasures Program (RNCP) has a requirement for research to assess current methodology and variations in radiation dosing in both in vivo and in vitro studies performed as part of the development of medical countermeasures to address radiation injuries. The offeror's assessment of the current state of radiation dosimetry within the program will be used to develop a consistent means of comparison and reproducibility across institutes. The supported work to be performed by the offeror will encompass irradiation-study assessments of RNCP-awardee projects as well as provision of the administrative foundation necessary to facilitate and coordinate dosimetry activities in partnership with the NIAID.

Description

The purpose of this RFP, entitled "RNCP-Wide Dosimetry Guidance & Monitoring of Sources and Irradiation Protocols (CLINICAL TRIALS NOT ALLOWED)," is to define a program-led strategy for respondents who can provide services, facilities, expertise and capabilities to develop a centralized dosimetry harmonization effort that fits the resources and circumstances of projects across the funded RNCP portfolio. The respondent will have preliminary data demonstrating consistent and accurate dosimetry exposures within a clearly defined radiation exposure system that is used for non-clinical radiation animal (and in vitro) studies in more than one animal species (e.g. mouse and NHP).

Any responsible offeror may submit a proposal which will be considered by the Agency. This RFP will be available electronically on/about January 22, 2019 and may be accessed through FedBizOpps http://www.fedbizopps.gov/. This notice does not commit the Government to award a contract. No collect calls will be accepted. No facsimile transmissions will be accepted.

For this solicitation, the NIAID requires proposals to be submitted via the NIAID electronic Contract Proposal Submission (eCPS) website. Submission of proposals by facsimile or e-mail is not acceptable.

For directions on using eCPS, go to the website https://ecps.nih.gov and then click on "How to Submit."
