About this file
This request for proposal (RFP) solicits dosimetry guidance and monitoring services to support the Radiation Nuclear Countermeasures Program (RNCP) portfolio. Offerors must demonstrate experience providing consistent and accurate radiation dosimetry for non-clinical animal and in vitro studies using multiple species, as well as administering dosimetry activities across funded projects. Services include assessing current dosimetry methodology and variations, developing harmonized guidance, coordinating dosimetry activities in partnership with the National Institute of Allergy and Infectious Diseases, and providing related administrative support. The RFP was issued by the National Institute of Allergy and Infectious Diseases of the Department of Health and Human Services on January 3, 2019, with proposals due by July 19, 2019. Three amendments provide clarification on the number and types of radiation sources in scope, as well as guidance on planning for site visits given the inability to pre-determine specific funded locations.

Name and Address of Offeror: To All Potential Offerors
The above numbered solicitation is amended as set forth below. The hour and date specified for receipt of proposals remains unchanged. Offerors must acknowledge receipt of this amendment. Failure to receive your acknowledgement of this amendment may result in the rejection of your offer.
PURPOSE: This Amendment (3) is to amend and modify the respective solicitation to include responses to the following questions:
BUSINESS QUESTIONS
1. Regarding answer to question 2, of Amendment 2, should it be assumed that those 8 IR sources, means 8 different types of devices?
ANSWER: 8 devices means 8 different types of devices.
2. There is no clear way to target a query for the 15 sites that should be include in this study. 331 studies being funded by NIAID were found but could not specifically associate those studies with the support being requested in this solicitation. Travel and other ODCs associated with the requirement to visit these sites will make up a significant cost.
It is therefore critical that we have the locations specifically identified to assure that the cost proposals have a solid basis for comparison in your selection process. Could you provide us with a list of the specific sites that should be included in the study Proposal.
ANSWER: It is not possible for us to provide a list of the specific sites since we cannot predict who will be receiving funding from our program from year to year. We can only provide a general number of sites (15) based on our average yearly funding. I would recommend planning according to the Technical Requirements as listed on page 87 of the solicitation. In particular #4 & 5 where it’s stated that work will be conducted
RFP No.: NIAID-NIH-NIHAI201800020 Page 2 of 2 Amendment 3 remotely and that on-site evaluations will be conducted only if needed. If planning for the worst-case scenario, 15 on-site evaluations would have to be made although this is unlikely the case. Please note that these details can be negotiated at time of award.
