About this opportunity
The Department of Veterans Affairs (VA) is seeking to lease approximately 39,000 square feet (ABOA) of outpatient clinic space in East El Paso, Texas, with the primary objective of enhancing urgent care and ancillary medical services in the area. The lease will be for a 20-year term, with a 10-year firm period, and is designed to address space gaps identified through the Strategic Capital Investment Planning Process. Proposals must be submitted electronically by April 18, 2025, at 4:00 PM EST, with the space required to include 100 parking spaces and be located within specific geographic boundaries in East El Paso. The VA will evaluate proposals using a best value tradeoff process, considering technical factors such as technical quality, offeror qualifications, past performance, and an operations and maintenance plan, with these technical factors being approximately equal in importance to the cost/price. The facility must meet Energy Star requirements, accessibility standards, fire protection, and life safety codes, with a tenant improvement allowance of $500 per ABOA square foot.
The solicitation is set aside as a Competitive 8(a) opportunity, targeting small businesses in the specified NAICS category of Lessors of Nonresidential Buildings. The target occupancy date is May 31, 2025, with the facility expected to serve veterans in zip codes 79907, 79915, 79925, 79935, and 79936. The proposed clinic will include multiple medical service areas such as urgent care, infusion/dialysis, behavioral health, radiology, audiology, pulmonology, physical therapy, and whole health services, with an anticipated 50 staff members. While no specific incumbent is mentioned, the lease will require comprehensive security features including magnetometers, video surveillance, intrusion detection systems, and duress alarms. The place of performance is located in El Paso, TX 79936, within a delineated area bounded by Montana Ave/180 to the north, Loop 375 to the east, I-10 to the south, and Airway Blvd to the west. The facility must be a modern, high-quality building constructed with permanent materials and meet all VA Technical Information Library standards.
