About this opportunity
The Bureau of Reclamation is canceling solicitation 140R6026Q0092 for delivery and stockpiling of riprap and bedding materials to the Lower Yellowstone Bypass Canal near Glendive, Montana; the agency states that a new solicitation for the same requirement will be issued shortly.
The original solicitation, issued July 20, 2026, with offers due August 21, 2026, was set aside as Women-Owned Small Business (WOSB) with a 750-employee size standard under NAICS code 212312, Crushed and Broken Limestone Mining and Quarrying. The contract required delivery of 25,000 tons of D100 16-inch riprap and 20,000 tons of bedding material to a stockpile location approximately 16 miles northeast of Glendive (coordinates 47.261864, -104.540269), with performance running December 1, 2026, through November 30, 2027, and all deliveries due by November 30, 2027.
The riprap specification required compliance with ASTM standards for gradation (stone weights 92–205 lbs at 100%, 41–86 lbs at 50%, 13–43 lbs at 15%), specific gravity (minimum 2.65), sulfate soundness (maximum 8% loss), and freeze-thaw durability (maximum 5% loss per AASHTO T103). Bedding material had to be well-graded crushed stone or gravel, fractured with at least one fractured face per SOW Section 103.B.1, free of organic matter and soft, friable particles. The vendor was to provide bucket loader services and operator to consolidate stockpiles, maintain access roads using aggregate base course on an as-needed basis, and submit independent laboratory test results three days prior to delivery.
Amendment 0001 (posted August 7) issued clarifications on invoicing, testing standards, and material specifications. Amendment 0002 (posted August 14) canceled the solicitation effective immediately. The contracting point of contact is Alicia Dunn (alicia_dunn@ios.doi.gov).
