About this file

This is a Questions and Answers document for Solicitation 140R6026Q0092, Amendment No. 0001. The document clarifies four key issues raised by potential bidders regarding contract requirements and specifications.

Regarding invoicing, the awardee for CLIN 00030 (a lump-sum line item) may submit a Schedule of Values to establish an agreeable invoicing schedule rather than being restricted to progressive, milestone-based, or completion-only payment. The government clarified that aggregate base course/road maintenance production and supply is not a contract requirement; this was an erroneous inclusion in the original Solicitation package, and a corrected Statement of Work has been issued striking this requirement. For testing standards, ASTM D2243 is not an acceptable alternative to the required AASHTO T103 Freeze-Thaw testing method, as ASTM D2243 applies only to water-borne paint rather than aggregates. Finally, bedding material specified as 4-inch minus rock must be fractured, as required by SOW Section 103.B.1, which mandates that bedding material consist of quarried stone, crushed cobbles, and crushed gravel with particles having at least one fractured face; the material must be composed of tough, durable particles that are free from thin, flat, and elongated pieces, and contain no organic matter or soft, friable particles.

Solicitation 140R6026Q0092 Amendment No. 0001

QUESTION: How should the CLIN 00030 lump-sum be invoiced – progressively, at milestones, or only at completion?

ANSWER: As CLIN 00030 is lump-sum, the awardee can submit a Schedule or Values to provide an agreeable invoicing schedule for the lump-sum.

QUESTION: Is there supposed to be a separate CLIN for aggregate base course / road maintenance, and if so, was it omitted from this solicitation package?

ANSWER: There is no requirement to produce and supply aggregate base course with this contract; this was an error when putting the Solicitation package together. Please see the corrected SOW striking this erroneous requirement.

QUESTION: Our testing facility has indicated that they are not equipped to perform Freeze-

Thaw testing per AASHTO T103 due to difference in equipment requirements. They can perform Freeze-Thaw testing IAW ASTM D2243, which is sometimes considered an alternative to AASHTO T103. Would this be acceptable?

ANSWER: ASTM D2243 is not an acceptable alternative for AASHTO T103. D2243 is only for water-borne paint, not aggregates.

QUESTION: Can the 4-inch minus rock be non-fractured?

ANSWER: No, it must be fractured. See SOW Section 103.B.1. “Bedding material shall be at least equal in quality to that of the stone used for riprap and shall be well graded between the sizes specified. Bedding material shall be quarried stone, crushed cobbles, and crushed gravel consisting of particles having at least one fractured face. [Highlighted for ease of reference.] The material shall be composed of tough, durable particles, shall be reasonably free from thin, flat and elongated pieces, and shall contain no organic matter nor soft, friable particles.”
