About this file
This is a Materials Specifications document for Solicitation No. 140R6026Q0092 issued by the Bureau of Reclamation, Missouri Basin Region, for the Lower Yellowstone Bypass Canal Riprap project near Glendive, Montana.
The solicitation requires the delivery and stockpiling of 25,000 tons of riprap material and 20,000 tons of bedding material to a single stockpile location (Site A) during the 2026-2027 performance period, with delivery commencing upon contract award and concluding by November 30, 2027. The vendor must deliver materials via double side dump trucks or lesser configurations, provide a bucket loader and operator to consolidate stockpiles for space efficiency, and maintain site access roads using aggregate base course on an as-needed basis. Riprap must meet D100 16-inch gradation specifications with stone weights of 92-205 lbs (100%), 41-86 lbs (50%), and 13-43 lbs (15%), and must comply with ASTM standards for specific gravity (minimum 2.65), sulfate soundness (maximum 8% loss), and freeze-thaw durability (maximum 5% loss). Bedding material must be well-graded crushed stone or gravel conforming to specified sieve designations ranging from 4-inch to 3/8-inch. Prior to delivery, vendors must submit independent laboratory test results confirming gradation compliance, specific gravity, soundness, and durability testing three days before delivery to the Contracting Officer Representative (COR) at jhahn@usbr.gov. All deliveries require digital PDF load tickets submitted with biweekly invoices, and material acceptability is determined by Reclamation upon delivery. The vendor must provide separate line items (CLINs) for loader services and aggregate base course maintenance, with unused aggregate base funds converting to riprap at the contracted rate.

LOWER YELLOWSTONE BYPASS CANAL RIPRAP
Material Specifications
INTRODUCTION
The Bureau of Reclamation, Missouri Basin Region requires riprap and bedding material for repairs to the Lower Yellowstone Bypass Canal near Glendive, MT. Material will be stockpiled during the period of performance in 2026-2027. Because crews will not be onsite during this phase of this project, the vendor will be required to dress the stockpiles with a loader or comparable piece of equipment, and the delivery route as needed if impassable conditions develop.
LOCATION
Project is located approximately 16 miles northeast of Glendive, MT. Coordinates to the stockpile location are: 47.261864, -104.540269.
RIPRAP MATERIAL
GENERAL
1.01 REFERENCE STANDARDS
A. ASTM International (ASTM)
1. ASTM C88 Test method of soundness of aggregates
2. ASTM C535 Test method for resistance to degradation
3. ASTM C97 Specific gravity and absorption of fine aggregate
1.02 DELIVERY, STORAGE, AND HANDLING
This is a multiyear funded project. Reclamation will perform construction at a future date.
However, we require the riprap and bedding to be purchased and stockpiled in 2026-2027. Due to this constraint, we have very limited support staff or equipment to assist in the material delivery and offloading.
A. Stockpile locations near the dikes are shown on the figure above.
1. 25,000 Tons of riprap material delivered to stockpile site A.
B. Material may be delivered in double side dumps or any lesser configuration of truck and trailer.
The vendor will be required to provide a bucket loader (or comparable equipment) and operator to buck the delivery stockpiles of riprap into reasonably consolidated piles accessible to heavy equipment. The intent of this requirement is to maximize space in the limited area available for stockpiles. This service is incidental to the delivery of the supply and is the means to offload and deliver the material. We expect the loader to be utilized in the most cost effective manner possible. The required time onsite for both the loader and operator, as well as the size and fuel requirements of the loader shall be evaluated by the offeror and quoted as lump sum on a CLIN separate from the per ton price of the riprap.
C. The final portion of the access route will be over a dirt road that is unmaintained. The road may need periodic attention with a piece of equipment and the addition of some aggregate base throughout delivery. The stockpile areas may also need some aggregate base to help facilitate truck access on and off the road. The vendor will be required to maintain the road only to the extent that they can maintain accessibility throughout delivery. This effort is anticipated to be minimal. It will entail filling, with aggregate base course, any potholes or ruts created by the delivery process, only to the extent that delivery continues unabated throughout the Period of Performance. The vendor will not be responsible for any pre-existing road conditions and/or road damage caused by significant rains, floods, washouts, or other unanticipated barriers to access. What little maintenance work is required, will be as a direct result of furnishing the riprap. A separate CLIN for aggregate base course is included in this solicitation and may be drawn on by the vendor on an “as needed” basis. If the total quantity is not used by the vendor, the remaining dollar amount will be converted to riprap at the contracted rate.
D. Handle, load, haul, stockpile materials to minimize breakdown.
E. Provide digital pdf copies of load tickets indicating date, truck ID, and weight to COR via email at: jhahn@usbr.gov. Load tickets must be submitted with invoice.
F. Delivery may commence upon award of contract. The Period of Performance will go through November 30, 2027.
G. Vendor may invoice biweekly.
1.03 SUBMITTALS
A. Testing results shall include Specific Gravity, Sulfate Soundness, and Soundness in
Freezing and Thawing. Please submit lab results to Jason Hahn at jhahn@usbr.gov for approval 3-days prior to delivery.
1. Gradation
a. Certification that riprap meets specified gradations from an independent lab.
2. Bulk Specific Gravity
a. Bulk specific gravity shall be computed in accordance with ASTM C 127 except that the total sample shall weigh 5000 grams +2 percent and individual particles shall weigh approximately 300 grams each. Stone protection material shall be tested in a saturated surface-dry (SSD) condition. The computed bulk specific gravity so determined shall not be less than 2.65.
3. Soundness in Magnesium Sulfate
Soundness in magnesium sulfate shall be determined according to ASTM C 88 with test modifications as listed below. The combined loss at 5 cycles shall be not more than 8 percent. The test report shall show the percentages of loss calculated as described herein and the number of pieces affected, classified as to number disintegrating, splitting, crumbling, cracking, flaking, etc.
a. Sample Preparation
The sample shall be prepared by breaking it into fragments reasonably uniform in size and shape and weighing approximately 100 grams each. The test sample shall weigh 5000 grams +/- 2 percent. The sample shall be thoroughly washed and dried previous to test as described for coarse aggregate.
b. Sample Immersion and Temperature
The sample immersed in the solution shall be maintained at a temperature of 80 degrees F +/- 2 degrees F for the immersion period.
c. Quantitative Examination
At the end of the fifth cycle, the percentage loss shall be determined by the three following methods. The test report shall show the loss computed by each method;
however, only the combined loss shall be used for acceptance or rejection of the material.
d. Loss By Breaking
An individual piece which has broken or split into three or more fragments shall be considered to have failed the test, provided each of the three such fragments is at least 10 percent of the original piece by weight. The total original weight of all pieces failing the test, expressed as percentage of the total original weight of the sample, shall be considered as percentage loss by breaking.
e. Loss by Crumbling and Flaking
After the loss by breaking has been determined, the pieces that have not failed in that determination shall be screened on the 1/2-inch sieve and the material retained on the sieve shall be weighed for purposes required to determine combined losses. The pieces which have failed by breaking shall then be added to the material remaining on the 1/2-inch sieve and screened. The difference between the total original weight of the sample and the total weight of the material retained on the 12.5 mm sieve expressed as percentage of the total original weight, shall be considered as percentage loss by crumbling and flaking.
f. Combined Loss
The difference between the total original weight of the sample and the weight of the material retained on the 1/2-inch sieve, after screening the pieces which did not fail by breaking, expressed as percentage of the total original weight, shall be considered as percentage combined loss.
4. Soundness in Freezing and Thawing
The test for freezing and thawing shall consist of AASHTO T 103, Ledge Rock
Method, Procedure C, modified as indicated below. The loss at 12 cycles shall not exceed 5.0 percent. The test report shall describe the type of failure of the discrete particles.
a. Temperature
The temperature of the surrounding medium during freezing shall be maintained in the range of -20 to -10 degrees F.
b. Freeze/Thaw Cycle
The length of a freezing and thawing cycle shall be sufficient to totally freeze and totally thaw each piece of the same during each cycle. The laboratory shall specifically determine for each sample that the cycle used is sufficient to accomplish total freezing and total thawing and shall report this in the test report. However, in no case shall the cycle consist of less than 2-1/2 hours of freezing followed by 1 hour of thawing. The sample shall be held in the frozen condition whenever necessary to break the cycle (overnight, weekends, etc.).
5. Immersion
a. Procedure C, Partial Immersion shall be used, except that soaking prior to testing shall be in accordance with Procedure A.
