About this opportunity
The Department of Veterans Affairs Veterans Health Administration, Veterans Integrated Service Network 6, seeks a service-disabled veteran-owned small business to provide parking attendant (valet) services at Richmond VAMC, with proposals due September 17, 2026, at 12:00 p.m. EDT. The procurement is 100% set aside for certified SDVOSBs and carries a mandatory site visit on September 14, 2026.
Place of performance is Richmond, Virginia 23249. The contractor must establish a dedicated parking booth at the main medical center entrance, greet and process approximately 500–600 vehicles daily (up to 7,553 vehicles in peak months), verify patient eligibility, issue claim checks, secure keys, park vehicles in a designated lot up to 0.5 miles away, and provide wheelchair transportation assistance upon request. Core operational hours are 7:00 a.m. to 6:00 p.m., Monday through Friday, excluding federal holidays. The contractor must process vehicles within 10 minutes 95% of the time, maintain a professional appearance with approved uniforms, enforce a no-tipping policy, complete quarterly customer service training, and submit monthly operational reports.
The contractor must provide all equipment including parking booth, key cabinets, claim check systems, safety cones, and employee transportation. The VA provides the dedicated parking area, telephone, and two-way radios. The incumbent contractor, Seventh Dimension LLC, has operated the service for five years. Current staffing includes 11 staff members and one on-site supervisor across four shifts.
This is a firm-fixed-price award with a base period from October 1, 2026, through September 30, 2027, plus four one-year option periods through September 30, 2031, with a total contemplated value of $47 million. Service Contract Labor Standards apply; prevailing wage for parking attendants is $13.10 per hour plus fringe benefits. Contractor must carry general liability insurance of $500,000 and automobile liability insurance of $200,000 per person/$500,000 per occurrence. SDVOSB limitations on subcontracting cap non-certified SDVOSB payments at 50% of total contract payments. Evaluation weighs technical and management approach and past performance together as potentially more important than price. Contracting Officer is Cole J. Culley, Network Contracting Office 6, Hampton, Virginia. NAICS 812930; PSC M1LZ.
