About this file

This document is Amendment 0001 to RFQ 36C24626Q1036, issued by the Department of Veterans Affairs Network Contracting Office 6 in Hampton, Virginia on September 4, 2026. The amendment provides responses to questions received during the questions and answers period for a valet parking services solicitation.

The solicitation concerns valet parking operations at a VA facility operating from 7 AM to 6 PM daily. The incumbent contractor, Seventh Dimension, LLC, has provided services for five years under a contract valued at $2,293,285.62 at award. Current operations include 11 staff members and one on-site supervisor across four shifts (7 AM to 3 PM, 9:30 AM to 3 PM part-time, 10 AM to 6 PM, and 1 PM to 6 PM), with average daily volumes of 500-600 vehicles and peak monthly volume of 7,553 vehicles (April 2026). The valet stand is approximately 165 feet from the designated gravel lot parking area, which contains approximately 150 parking spaces. The VA will provide electrical service at no cost and requires a booth in the gravel lot or under the main covered entrance, with a locking podium as an alternative. Secure onsite storage is available for supplies and equipment. The contractor must achieve a 10-minute wait standard 95 percent of the time and provide wheelchair and assisted mobility device assistance. Approximately two Federal holiday special events annually require valet services. The evaluation factors include Technical/Management Approach and Prior/Past Performance, which when combined may be considered more important than price, though proposed prices must still be determined fair and reasonable. The amendment references attached site photographs and a parking lot map.

RFQ 36C24626Q1036 Q&A:

Questions: Answers:

We would like to know if this is a brand-new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number and what the total contract value was?

Incumbent Contractor: SEVENTH DIMENSION, LLC

Total contract value at award: $2,293,285.62

Is the current valet operating and staffing schedule available, including typical attendant and supervisory coverage, if releasable?

Yes, the current operating schedule is from 7 AM to 6 PM. The current company has 11 staff members and one on-site supervisor. There are four different shifts: 7 AM to 3 PM, 9:30 AM to 3

PM (part-time), 10 AM to 6 PM, and 1 PM to 6

PM.

Is there a site map or parking layout showing the anticipated valet podium/drop-off location and the designated area where valet vehicles will be parked?

A site map is not available at this time; however, it is an average of a three-minute walk from the valet podium to the furthest end of the parking lot designated for valet.

If no map is available, what is the approximate distance or typical travel/walk time between the drop-off point and the designated valet parking area?

3min average walk time

Are the gravel lots that are currently blocked off the only areas used for valet parking. Are there any other lots used for overflow?

The gravel lots are the primary lots to be used.

However, during inclement weather with snow on the ground the parking lot adjacent to the valet turnaround can be used.

There are 10 spots reserved for Van

Transportation of patients. Can some of those be used as overflow?

No

Current company uses the “take a vehicle, bring back a vehicle” process. Can the shuttle process be used to take the valet staff to vehicles?

That process is up to the vendor to best utilize their manpower.

Where are the supplies stored for valet parking? Police Services

Will the hours of operating remain the same 0700-

1800 Eastern (7am-6pm)?

Yes

For very inclement/cold weather, can the valet stand be set up in the lobby?

Yes

The PWS requires the contractor to provide

"appropriate staffing" but does not indicate current staffing levels. What is the incumbent staffing model (number of attendants, supervisors, and greeters by shift) currently being utilized to support valet operations?

The current operating schedule is from 7 AM to 6

PM. The current company has 11 staff members and one on-site supervisor. There are four different shifts: 7 AM to 3 PM, 9:30 AM to 3 PM

(part-time), 10 AM to 6 PM, and 1 PM to 6 PM.

The RFP states average volume is 500-600 vehicles per day but provides no distribution. Can the VA provide historical valet transaction data by hour of day for the previous 12 months?

Data by the hour or day is not available. The data provided is per month. The highest month was

April 2026, with 7,553 cars parked and 7,510 keys returned.

What has been the highest single-day and highest monthly valet volume during the past 24 months?

The highest month on record was April 2026, with

7,553 cars parked and 7,510 keys returned.

The VA requires a 10-minute wait standard 95% of the time. Has the incumbent consistently met the 10-minute service standard, and if not, can the

VA provide historical performance metrics?

Incumbent performance is not relevant for the purposes of submitting a quote.

How long has the current contractor provided services at this location?

Five years

Will the VA authorize discussions between offerors and incumbent employees after award to facilitate transition planning?

Post-award, yes.

The parking area may be up to 0.5 miles away.

Can the VA provide a site map identifying the vehicle drop-off area, valet parking areas, wheelchair routes, and employee parking locations?

A map listing these items are not available at the moment.

What is the actual current distance between the valet stand and the assigned parking area?

Approx 165 feet.

How many dedicated valet parking spaces are currently allocated for this operation?

Approximately 150. Parking spaces are not clearly marked in the gravel lot, so the count depends on the size of the vehicles parked in the locations.

Are any parking lot renovations, construction projects, traffic flow changes, or campus expansion projects planned during the base or option periods?

None at the moment.

The contractor must provide a booth. Can the VA provide site requirements, dimensions, utility availability, and approved locations for the contractor-provided booth, or is a locking podium allowed?

Booth is permitted in gravel lot adjacent to the large bus shelter and/or under main covered entrance outside of walking path. A locking podium is allowed.

Will electrical service be supplied by the VA for the contractor's booth at no cost?

Yes

Is secure storage available onsite for wheelchairs, signs, traffic cones, and operating supplies?

Yes

Can the VA clarify the expected level of physical assistance attendants may provide when assisting patients into and out of vehicles?

The removal and placing of wheelchairs and assisted mobile devices from vehicles when necessary.

The solicitation references holiday events but provides no history. How many Federal holiday special events requiring valet services occurred during the previous 3 years? How will the operator be able to budget for these events or be able to charge for the staffing cost?

Approximately 2 days per year

The evaluation factors are listed, but no relative weighting is provided. Are

Technical/Management Approach and Past

Performance significantly more important than

Price, or are all evaluation factors considered approximately equal?

Technical/Management Approach and Prior/Past

Performance, when combined, may be considered more important than price. Potential awardee prices will still need to be determined fair and reasonable.
