About this opportunity

The U.S. Department of Labor's Mine Safety and Health Administration (MSHA) is seeking to procure 4 TSI Incorporated PortaCount Respirator Fit Testers, Model Number 8040, through a Request for Quotation process. This specialized equipment is critical for conducting quantitative fit testing on various respirator types including full- and half-facepiece respirators, Powered Air Purifying Respirators (PAPRs), and Self-Contained Breathing Apparatuses (SCBAs) to ensure mine inspector safety. The procurement will result in a single Firm Fixed Price contract with delivery required within 30 days after receipt of order. The government will utilize Lowest Priced Technically Acceptable (LPTA) source selection procedures for evaluation. The equipment must be compatible with new Modified CNC Protocols and include accessories such as carrying cases, AC power supplies, alcohol supply, and FitPro Ultra Software. The solicitation was posted on July 3, 2025, with quotes due by 10:00 AM ET on July 8, 2025.

This procurement does not utilize any set-aside designations and represents a sole-source acquisition justified under FAR 6.302-1(c) for specialized equipment. TSI Incorporated appears to be the sole approved vendor, as the Limited Source Justification indicates that all MSHA District and Field Offices currently use TSI PortaCount equipment, and changing brands would create significant financial and resource burdens given that over 1,000 MSHA authorized representatives require annual fit testing. The contract calls for exactly 4 units to be distributed across three MSHA locations: 2 units to Birmingham, 1 unit to Headquarters, and 1 unit to Warrendale. While no specific contract value is disclosed in the available documents, the procurement is structured as a firm fixed price arrangement. The agency has indicated it will continue monitoring the marketplace and consider full and open competition if additional vendors obtain MSHA approval for similar products in the future.
