About this opportunity

The Department of the Navy Naval Facilities Engineering Command seeks multiple awards of firm-fixed-price indefinite-delivery, indefinite-quantity contracts for liquefied natural gas delivery to Naval Station Guantanamo Bay, Cuba, with quotes due May 15, 2026 at 12:00 p.m. EDT. Amendment 0001 was posted May 14, 2026. The aggregate not-to-exceed value for all contracts is $8,950,000 across an approximately five-month ordering period through September 2026, with each awardee receiving a minimum guarantee of $500. One offeror will receive a "seed project" delivery order for two LNG deliveries (May 26–29 and June 15–18, 2026) that fulfills their minimum guarantee; all other awardees will receive a separate $500 order.

Place of performance is Naval Station Guantanamo Bay, Cuba. The requirement is approximately 300,000 MMBtu of LNG delivered FOB Destination every 14–21 days to support a natural gas-powered combined cycle power plant. Contractors must provide their own LNG delivery vessels with 2,000–15,000 cubic meter capacity meeting International Safety Management Code compliance, marine insurance, and crew training; a foreign flag vessel waiver already has been approved for the seed project. LNG must comply with detailed composition and quality standards including minimum methane content of 92.000 mol%, minimum heating value of 1,000 Btu/scf (Higher Heating Value), and hydrogen sulfide not exceeding 0.25 grains per 100 scf. Pricing must be fully loaded, firm-fixed-price per MMBtu, including all costs for LNG, transportation, insurance, taxes, permits, and licenses. Offerors must demonstrate at least one relevant LNG delivery within three years and submit three volumes: pricing, technical capability and past performance (maximum 15 pages), and responsibility determination including three years of financial statements. Award will be made on best value basis, with price as the most important evaluation factor, followed by technical capability and past performance. The NAICS code is 221210, Natural Gas Distribution; PSC code is 6830, Gases: Compressed and Liquefied. This is an unrestricted acquisition using simplified commercial acquisition procedures under FAR Part 12.
