About this file

This is a Quality Specifications attachment for Liquefied Natural Gas (LNG) supplies to be delivered under contract to Naval Station Guantanamo Bay in support of a natural gas-powered combined cycle power plant. The specification establishes composition requirements, contaminant standards, and documentation requirements for LNG deliveries.

LNG product must conform to federal, state, and local environmental requirements applicable at the delivery location, including compliance with Title V Clean Air Act Permits, with the contractor required to meet the more stringent requirement if conflicts exist. The specification defines three composition profiles (Rich, Lean, and Average) with component limits including methane (minimum 92.000 mol%), ethane (maximum 8.000 mol%), propane (maximum 2.500 mol%), and other trace components. Product must meet minimum heating value requirements of 1,000 Btu/scf (Higher Heating Value) and 900 Btu/scf (Lower Heating Value), maintain a minimum Wobbe Index of 1,350 Btu/scf, and contain hydrogen sulfide not exceeding 0.25 grains per 100 scf and total sulfur not exceeding 1.35 grains per 100 scf. Delivered LNG must be free of contaminants, water, and solid matter affecting product quality. Contractors must provide comprehensive manifests and discharge reports documenting supplier information, delivery location, quantity (in cubic meters and metric tons), time logs from arrival through vessel departure, custody transfer measurements including gas meter readings and LNG temperatures, complete composition analysis by component, and physical properties including density and heating values at specified conditions.

Attachment 3 Quality Specifications Liquefied Natural Gas

Supplies delivered under this contract shall conform to all Federal, State, and local environmental requirements applicable to the geographic location of the receiving activity on the date of delivery. This includes delivery of fuel and documentation in a manner consistent with existing or future Title V (Clean Air Act) Permits. In the event that a Federal, State, or local environmental requirement is more stringent than a similar requirement in the specification contained in this contract, the Contractor shall deliver product that complies with the more stringent requirement. Product that fails to meet the more stringent environmental requirement will be considered to be a nonconforming supply. All supplies furnished under this contract shall fully meet the requirements of the applicable specification(s) as cited below. In the event that compliance with the more stringent requirement causes the contractor to incur additional costs, the contractor may request an equitable adjustment.
