About this opportunity
The Department of the Air Force United States Air Forces in Europe - Air Forces Africa seeks grounds maintenance services at Incirlik Air Base and subordinate locations in Turkey (Izmir and Ankara), with proposals due May 15 at 4:00 PM Adana local time. Only SAM-registered Turkish firms (local nationals) are eligible to submit, per the Defense and Economic Cooperation Agreement dated August 1982, which is a scope-limiting requirement that forecloses competition outside that pool.
Place of performance includes Incirlik Air Base in Yüreğir/Adana, Turkey, and the 425th Air Base Squadron in Izmir and 717th Air Base Squadron in Ankara. The Government will provide over 300 line items of government-furnished property in as-is condition, including landscaping machinery, hand tools, heavy equipment, and specialized attachments; the contractor bears all repair and replacement costs and must maintain a GFP management system. The Government supplies fuel, electricity, water, and sewage. The contractor must perform mowing, edging, trimming, weed control, leaf removal, tree care, fertilization, aeration, shrub pruning, snow and ice removal (Ankara only), and drainage maintenance covering approximately 18–19 kilometers of ditches and 13 kilometers of perimeter fence line vegetation. Work spans improved grounds (2–4 inch grass), semi-improved grounds (4–10 inch grass), and unimproved grounds. Operating hours are 07:30 A.M. to 16:30 P.M., Monday through Saturday, excluding Turkish national holidays. Performance standards allow no more than 8 valid defects per month for improved grounds and no more than 3 for semi-improved grounds, with re-performance within two workdays of notification. Contractor personnel require base identification and vehicle passes and must comply with Turkish and OSHA health and safety standards. The NAICS code is 561730, Landscaping Services. Award will be made to the lowest priced offer based on pass/fail evaluation of past performance. The contract is a firm fixed price for a 12-month base period plus four 12-month option years and two 6-month extension periods, beginning January 28, 2027. Funds are not presently available; the Government's obligation is contingent upon availability of appropriated funds. The Government estimates annual material and equipment costs of $100,000 to $150,000 but does not bind contractor pricing. Amendment 3 changed the quote submission due date to May 15, 2026; Amendment 2 clarified the site visit location at Building 485 (39 Contracting Squadron) on April 29 at 08:30 AM Adana local time; Amendment 4 provided questions and answers.
