About this opportunity
The Administrative Office of the U.S. Courts seeks design, fabrication, installation, and commissioning of three interactive educational exhibits for the U.S. Court of Appeals for the Federal Circuit-Innovation Center, with proposals due August 26, 2026 (extended by Amendment 0002) and questions due August 14, 2026. No set-aside is used. Place of performance is 717 Madison Place, N.W., Washington, D.C. 20439.
The three exhibits are a Morse Code Experience (interactive hallway system enabling students to send coded messages via physical transmitters and receivers), a NASA Materials Experience (featuring touchable historical spacesuit material samples with interpretive information and scenario-based interactive feedback via button controls), and a Suffrage Voting Booth (historically accurate booth allowing students to vote on early women's suffrage-era issues with dispensing of commemorative buttons or stickers). All exhibits must operate independently without network or internet connectivity, emphasize tactile and mechanical interaction over screen-based experiences, utilize museum-quality durable materials, and accommodate high-volume public use. Elevator constraints apply: the Tayloe Building elevator has a door width of 3 feet, door height of 7 feet, cab width of 5 feet, cab depth of 3 feet, and cab height of 7 feet.
Performance period is seven months from Notice to Proceed, with major milestones including concept designs by week 3, preliminary drawings by week 7, complete fabrication by week 22, installation by week 25, testing and commissioning by week 27, and final acceptance by month 7. Work hours are 8:00 a.m. to 5:00 p.m., Monday through Friday; work is prohibited during CAFC court weeks (typically the first week of each month) and major holidays. The Government's rough order of magnitude is not to exceed $200,000, structured as base and optional enhancements. Award is anticipated by September 30, 2026, with Notice to Proceed issued two weeks thereafter.
Offerors must demonstrate a minimum of three years' corporate experience and at least seven years' experience designing or installing museum exhibits, with three past performance references from completed projects within the past five years. The Government anticipates a single firm with in-house design and fabrication capabilities or a prime contractor/subcontractor arrangement. Evaluation prioritizes technical approach (design, fabrication/installation, optional enhancements), corporate experience and past performance, and management approach and staffing plan; price is evaluated for reasonableness but not scored. A site visit is scheduled August 7, 2026 at 10:00 a.m.
Personnel security clearance requirements mandate either Option A (staff entirely with HSPD-12 cleared workers) or Option B (HSPD-12 cleared supervisors escorting non-cleared workers at a maximum ratio of 5 non-cleared employees per cleared escort). Weekly access requests must be submitted by Thursday 2:00 p.m. via GSA-provided spreadsheet format. Security violations including unauthorized restricted-area access, credential sharing, escort protocol failures, or prohibited photography result in escalating enforcement from written warning to permanent removal. General prevailing wage determination DC20260002 applies, effective May 18, 2026, covering 30 construction classifications with base rates ranging from $11.67 to $59.50 per hour plus fringe benefits. Proposals must be separated into technical and price volumes and submitted electronically to pcs@cafc.uscourts.gov, valid for at least 30 days. NAICS code is 541990; PSC code is 9999.
