About this file

This document is a Security/Access Requirements attachment for RFQ CAFC26-0008, the Tactile Project, issued by the U.S. Court of Appeals for the Federal Circuit (CAFC) at the National Courts Building (NCB) in Washington, DC.

The project operates under standard working hours of 8:00 a.m. to 5:00 p.m., Monday through Friday only, with entry through the H Street breezeway or Madison Street gates. No weekend, evening, or extended-hour work is permitted without minimum two-week advance written approval and Court authorization, which may incur additional Court Security Officer (CSO) costs. Work is prohibited on the 8th and 9th floor chamber areas during CAFC court week (held one week per month with advance notice) and on major holidays (Thanksgiving, Christmas, New Year's Day). Contractors must avoid loud equipment, disruptive activities, fumes, dust, and chemical odors during active court proceedings, with immediate work stoppage required if operations interfere with court functions. A coordination meeting is mandatory before each court week.

Personnel security clearance requirements mandate either Option A (staff project entirely with HSPD-12 cleared workers) or Option B (HSPD-12 cleared supervisors escorting non-cleared workers at a maximum ratio of 5 non-cleared employees per cleared escort). All personnel must present valid government-issued photo identification and wear temporary daily contractor badges visibly at all times. Weekly access requests must be submitted by Thursday 2:00 p.m. sharp via GSA-provided spreadsheet format, with approval granted within 24 hours on an all-or-nothing basis. Restricted court space access (chambers, judicial offices, secure conference areas) requires one-week advance email request and GSA building management or Security escort. Entry requirements include metal detection, bag inspection, vehicle inspections for garage access, and prohibited photography/recording devices without authorization. Security violations including unauthorized restricted-area access, credential sharing, escort protocol failures, or casual discussions with court staff about project details result in immediate removal with potential permanent banning. Enforcement escalates from written warning on first violation to 24-48 hour suspension on second violation, extended suspension on third violation, and permanent removal for repeated violations, with security violations subject to immediate removal regardless of history. Appeals of violations must be submitted to the GSA project manager within 24 hours and are reviewed within 48 hours, with the Court retaining final authority over all access and operational decisions.
