About this opportunity

The National Geospatial-Intelligence Agency (NGA) is seeking to procure a subscription to an existing commercial platform that provides comprehensive data and analysis on critical rare earth minerals and battery industrial sectors to enable global trade monitoring and supply chain visibility. The platform must deliver quarterly forecasts and assessments covering specific critical minerals including yttrium, lanthanide series elements, cobalt, lithium, manganese, graphite, and nickel, as well as industrial sectors such as battery storage, solid state batteries, and battery component recycling, with projections extending through 2040. Key contract requirements include provision of country and company-level supply chain data, production capacity information, expansion plans, and geospatial data in CSV format, along with subject matter expert consultations of up to five hours monthly and user training capabilities. The evaluation methodology will employ a Lowest Priced Technically Acceptable (LPTA) approach, with proposals limited to five pages plus unlimited pricing spreadsheets. Critical deadlines include September 11, 2025 at 12:00 noon EST for submission of questions and September 19, 2025 at 12:00 noon EST for proposal submission, with proposals required to acknowledge the RFP and all amendments (0001 and 0002).

No set-aside designations apply to this solicitation. Benchmark Mineral Intelligence Limited has been identified as the current incumbent under contract number HM047622P0030. The contract will be awarded as a single Firm-Fixed-Price agreement comprising a one-year base period and four one-year option periods, with an optional six-month service extension included in the Total Evaluated Price calculation. The procurement calls for five licenses to support 50-100 user accounts, with work to be performed at the contractor's facility rather than at government locations. Performance will be directed by NGA personnel located in Springfield, Virginia and St. Louis, Missouri, and the resulting contract will be awarded in accordance with Federal Acquisition Regulation (FAR) Parts 12 and 13 procedures.
