About this file

This document is a Statement of Work (SOW) for the National Geospatial-Intelligence Agency (NGA) seeking a subscription to a platform providing comprehensive data and analysis on critical rare earth minerals and battery industrial sectors. The SOW requires detailed quarterly forecasts and reports covering specific critical minerals (including yttrium, lanthanide series, cobalt, lithium, manganese, graphite, and nickel) and industrial sectors (battery storage, solid state batteries, battery component recycling) through 2040.

The contract will be a firm-fixed-price award with a base year and four one-year option periods. Key deliverables include country and company-level data on supply chains, production capacities, expansion plans, mergers, trading partners, and geographic location information. The contractor must provide unclassified data in .csv format, set up email alerts, offer subject matter expert consultations (up to five hours monthly), and deliver new user training. Performance will be at the contractor's facility, with NGA locations in Springfield, VA and St. Louis, MO as points of contact. The solicitation closes for questions on 11 SEP 2025, with the government reserving the right to cancel the solicitation at any time.

1.0 Introduction

The National Geospatial-Intelligence Agency (NGA) is the nation’s primary source of geospatial intelligence (GEOINT) for the Department of Defense (DoD) and the US Intelligence Community (IC). GEOINT is the exploitation and analysis of imagery and geospatial information that describes, assesses, and visually depicts physical features and geographically referenced activities on the earth.

NGA delivers world-class GEOINT that provides a decisive advantage to policymakers, warfighters, intelligence professionals and first responders from seabed to space.

2.0 Purpose

The purpose of this contract is to procure a subscription for worldwide access to an existing platform with data and analysis on critical rare earth minerals and battery industrial sectors; to enable NGA to gain a more detailed, global view of trade. This will allow NGA to monitor key developments in precious mineral markets, and the precious mineral global supply chains.

3.0 Scope of Work

The Contractor shall provide all services in accordance with this statement of work:

3.1 Task One: Forecasts

The Contractor shall make available detailed supply and demand forecasts (including projections to at least 2040) with quarterly updates for each of the critical mineral/industry sectors listed below:

Critical Minerals

· Yttrium

· The Lanthanide series:

· (lanthanum, cerium, praseodymium, neodymium, promethium, samarium, europium, and gadolinium, terbium, dysprosium, holmium, erbium, thulium, ytterbium, and lutetium)

· Cobalt

· Lithium

· Manganese

· Graphite

· Nickel

Industrial Sectors

· Battery Storage

· Solid State Batteries

· Battery Component Recycling

Industry/Commodity data shall include:

· Country-level information on commodity supply and demand

· Company-level information regarding:

· Identification of tier 1,2,3-level companies

· Production capacity and output levels

· Expansion plans, new construction, and projected capacity increases

· Mergers and acquisitions of companies

· Acquisition of mining concessions

· Major trading partners: suppliers and customers

· Parent companies and child branches

· Geographic locational data (geocoordinates in decimal degree format)

· Categories of products manufactured

The Contractor shall maintain, hold, and make available historical data that is at least ten years old, including projections to at least 2040.

3.2 Task Two: Reports

The Contractor shall make available in-depth assessments of industry developments and policy updates that examine market trends and dynamics, constraints, and opportunities affecting supply and supply chains worldwide. Underlying data used to produce these assessments shall be provided to NGA.

· Germanium

· Tungsten

4.0 Data and Other Technical Considerations

· All data/information must be derived from unclassified sources.

· All data must be available in .csv format for further analysis.

· The Contractor shall set up auto-email alerts on an unclassified domain when data and reports are available for download. Alternatively, the Contractor may auto-deliver the data and reports to NGA via unclassified email.
