About this opportunity

The National Geospatial-Intelligence Agency (NGA) is seeking a commercial analytic service to provide comprehensive data and analysis on critical rare earth minerals and battery industrial sectors. The Request for Information (RFI) aims to procure detailed supply and demand forecasts with quarterly updates, projecting market trends through 2040 for 15 critical minerals and three industrial sectors including battery storage, solid state batteries, and battery component recycling. Potential contractors must possess a TS/TCI security clearance and be capable of delivering in-depth industry assessments with country-level and company-level commodity information. The RFI requires interested vendors to submit a 4-page maximum white paper by June 9, 2025, at 5:00 pm ET to Janet.D.Richards@nga.mil, detailing their commercial and government experience, current capabilities, and contract structure recommendations. Evaluation will likely focus on the vendor's ability to provide comprehensive, forward-looking data and analysis that supports NGA's global trade monitoring objectives.

The opportunity is not set aside for any specific small business category and is classified under NAICS code 518210 for Computing Infrastructure Providers and Data Processing services. The contract performance period is scheduled for 4 years and 3 months, with work to be performed at the contractor's facility while supporting NGA locations in Springfield, VA and St. Louis, MO. While no specific award value is mentioned, the comprehensive nature of the data requirements suggests a potentially significant contract scope. The NGA seeks US Government purpose rights for the data and reports, allowing potential sharing with US Federal and foreign partners. Contractors will be expected to maintain historical data, deliver information in .csv format, and provide up to five hours of monthly subject matter expert consultation. This RFI explicitly states that it is an information-gathering exercise only and does not guarantee future procurement, with all response costs to be borne by the responding parties.

Update #2 · Latest ·

The National Geospatial-Intelligence Agency (NGA) in support of the Commercial Analytic Service Office is seeking information on how an interested contractor could procure access to data and analysis on critical rare earth minerals and battery industrial sectors to enable NGA to gain a more detailed, global view of trade. This will allow NGA to monitor key developments in precious mineral markets, and the precious mineral global supply chains.

The purpose of this Request for Information (RFI) is seeking information from vendors that will be able to provide detailed supply and demand forecasts (including projections to at least 2040) with quarterly updates for a wide range of rare earth minerals and industrial sectors (see attached SOW Section 3.1 and 3.2).

THIS IS A REQUEST FOR INFORMATION (RFI) ONLY.  This RFI is issued solely for information and planning purposes – it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future.  This RFI does not commit the Government to contract for any supply or service whatsoever.  Further, NGA is not at this time seeking proposals and will not accept unsolicited proposals.  Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI.  All costs associated with responding to this RFI will be solely at the interested party’s expense.  Not responding to this RFI does not preclude participation in any future RFP, if any is issued.

Please see the attached SOW for more specifics and RFI submission instructions.
