About this opportunity
The Bureau of Land Management (BLM) is seeking Off-Range Pasture (ORP) services for its Wild Horse and Burro Program through a multiple-award Indefinite Delivery Indefinite Quantity (IDIQ) contract. The solicitation requires contractors to provide land, facilities, pastures, personnel, and supplies to care for wild horses across 14 states, maintaining animals with a Henneke Body Condition Score of 4 or better in a free-roaming environment. Proposals must be submitted electronically in three volumes (Business, Technical, and Pricing), with the Technical volume limited to 50 pages, and the government anticipates making awards without discussions based on initial proposals. Evaluation criteria will focus on technical factors including forage description, water sources, soil type, fencing, corral facilities, site access, equipment, shelter, and safety considerations. The proposal due date is January 27, 2025, at 6:00 AM Mountain Standard Time, with proposals required to be valid for 210 days.
This is a 100% small business set-aside contract with specific small business participation goals, including 42% small business, 5% small disadvantaged business, 5% woman-owned small business, 5% service-disabled veteran owned small business, 3% HUBZone small business, and 5% Indian small business. The IDIQ contract has a minimum guarantee of $10,000 per awardee and a maximum program ceiling of $700 million, with contractors able to choose either 5- or 10-year performance periods starting July 1, 2025. The contract will support care for a minimum of 200 up to 10,000 wild horses per facility, with task orders based on firm-fixed-price per head/per day rates. Performance will cover 14 states: Colorado, Idaho, Iowa, Kansas, Montana, Nebraska, Nevada, North Dakota, Oklahoma, Oregon, South Dakota, Utah, Washington, and Wyoming, with areas west of the Cascade Mountain Range in Oregon and Washington excluded. Award is contingent upon successful completion of an Environmental Assessment for each facility.
