Ques on 06: I’m currently considering offering a bid for off range pasture in (state redacted). I may not be able to offer my property un l some me around the fall of 2025. Answer: Offeror must show control of offered land at the me of proposal (RFP Sec on L, Factor 1, page 93), for the en rety of the ordering period (5 or 10 years). Small Business Par cipa on Plan
THIS REQUIREMENT APPLIES TO BOTH LARGE AND SMALL BUSINESSES.
Offerors are to iden fy the extent to which Small Businesses (SBs), Veteran-Owned Small Businesses (VOSBs), Service-Disabled Veteran-Owned Small Businesses (SDVOSBs), HUBZone Small Businesses, Small Disadvantaged Businesses (SDBs) Woman-Owned Small Businesses (WOSBs), would be u lized in the performance of this proposed contract.
For small businesses, as defined by the North American Industry Classifica on System (NAICS) Code applicable to this solicita on, the offeror’s own par cipa on as a SB, VOSB, SDVOSB, HUBZONE SB, SDB, WOSB, is to be iden fied, and will be considered in evalua ng small business par cipa on.
A SB offeror receives credit for their small business par cipa on as a Prime Contractor and can apply their dollar value and percent in all the applicable small business categories.
Please note that the percentages in the Small Business Par cipa on Plan are calculated based on total contract value. The minimum acceptable subcontrac ng goals expressed as a percentage of the total contract value are 42% Small Business, 5% Small Disadvantaged Business, 5% Woman-owned Small Business, 5% Service Disabled Veteran Owned Small Business, 3% HUBZone Small Business and 5% Indian Small Business Economic Enterprise (ISBEE).
Offerors are encouraged to propose higher percentages if they choose.
Small Business Par cipa on informa on shall include and address the following factors in detail:
(A) Prime Contractor Business Size and Socioeconomic type (if applicable)
(B) Percentage of your par cipa on as a Prime Contractor
(C) Percentage of Subcontracts Planned For SBs, VOSBs, SDVOSBs, HUBZone, SDBs and WOSBs
(D) List names of companies in each SB types for which principle supplies or services will be subcontracted.
(E) The resumes of the subcontractors or teaming partners should clearly demonstrate the degree of significant experience as it relates to Mechanical fuel reduc on qualifica ons.
(F) Each par cipa on percentage iden fied above shall be accompanied by detailed explana ons regarding the individual commitments and explana ons where the proposed percentages fall short of the goals. The sum of all the percentages under Paragraph (D) need not equal 100% since individual Subcontractors may be counted towards more than one category. For example, a Par cipa on Plan that reflects a 5% goal of the contract value for Women-Owned Small Business would count toward the overall Small Business goal. However, the Small Business category and the Large Business category should add up to 100% of the total contract value.
(G) Prior Performance Informa on: Provide any informa on substan a ng the Offeror’s track record of u lizing small business on past contracts. Provide descrip ve informa on for all small business categories. Any informa on concerning long-term rela onships with Small Business subcontractors, such as mentor-protégé rela onships, should be provided.
(H) Offerors shall state the form, extent, and enforceability of their commitment to use the small firms in the manner described in their Small Business Par cipa on response.
(I) For the purposes of describing Small Business Par cipa on informa on, the Offerors shall assume Total Contract Value is the es mated total amount of the contract ceiling of $700,000,000.00.
Ques on 15: Will my proposal be evaluated be er if I respond with a ten-year IDIQ performance vs five-year?
Answer: No. There will be no posi ve or nega ve impact on evalua ons or preference given to Offeror’s providing Proposals on a 5- or 10-year IDIQ Period of Performance. See RFP Sec on M for Evalua on Factors for Award.
Ques on 16: Is it possible to get a copy of our proposal and volumes we submi ed in 2021?
Answer: No, it is not. Please refer to 41 USC Sec on 4702 Contract Procurement Proposals.
Ques on 17: What should we do if we have a proposal volume that exceeds 25MB?
Answer: Email a achments combined cannot exceed 25MB. If a poten al offeror’s submission exceeds 25MB, an email shall be sent to the Contract Specialist and Contrac ng Officer to request an alternate method for submi ng documents. Only email requests will be accepted, and the email subject shall
