About this opportunity
The Permanent Mission of the United States of America in Geneva, Switzerland, is soliciting proposals for short-term disability insurance coverage for locally employed staff through the Department of State. The insurance must provide a minimum of 80 percent income replacement for up to 24 months for disabilities resulting from either sickness or accident. Offerors must be licensed or accredited to provide short-term disability insurance in Switzerland or demonstrate equivalent authorization by another government, and they must submit separate pricing for two options featuring either a 30-day or 60-day waiting period, with the Government selecting only one option for implementation. The contract will be awarded to the lowest-priced, technically acceptable, responsible offeror based on initial proposals without discussions, unless the Government determines that discussions are necessary with companies in the competitive range. Proposals must be submitted in English by May 18, 2026, at 17:00 (5:00 PM) local time to genevaProcurement2@state.gov, and all offerors must be registered in the System for Award Management (SAM) database prior to submission.
This solicitation has no set-aside designation and does not identify any current incumbents. The contract is structured as a fixed-price indefinite-quantity agreement with economic price adjustment provisions, with an estimated annual payroll of CHF 11,400,000 for male employees and CHF 3,500,000 for female employees, while minimum guaranteed orders are CHF 100 per year and maximum orders are CHF 400,000 per year. All pricing must be submitted in Swiss francs. The base contract year begins July 1, 2026, with four one-year renewal options available, potentially extending the contract term to approximately 5.5 years with a possible six-month extension under FAR 52.217-8. The place of performance is Switzerland, with service to be provided to U.S. Mission Geneva employees.
