About this file
This is a proposal instructions and evaluation criteria document for SOO 25-5A3, detailing the submission requirements and evaluation approach for a Defense Microelectronics Activity (DMEA) contract opportunity related to Building 2 consulting and management support.
The document outlines a two-phase evaluation process where technical capability and past performance combined are weighted more important than price. Offerors must submit three volumes: Technical (limited to 20 pages), Past Performance (optional, limited to 3 pages), and Price. The technical volume must demonstrate capabilities in engineering design and construction management of advanced technology laboratory space, semiconductor manufacturing facility experience, California environmental permitting expertise (specifically for TMA), and scientific expertise in epitaxial growth, material analysis, and Silicon Carbide semiconductor manufacturing. Key personnel must be identified with appropriate credentials and direct experience. Pricing must be milestone-based with the final payment being at least 20% of the total base effort price. The government intends to make award without discussions and requires SAM registration at time of proposal submission.

2. The Government will not reimburse any proposal preparation costs or other expenses incurred to respond to this notice.
3. The Government may reject any or all proposals/quotations. The Government reserves the right to cancel this solicitation at any time. The Government will not reimburse any proposal preparation costs or other expenses incurred to respond to this notice.
4. The Government intends to make an award without discussions. Proposals should be submitted initially on the most accurate and favorable terms from a price and technical standpoint. Offerors should not assume they will be contacted or afforded an opportunity to clarify, discuss, or revise their proposals.
5. File Format: Offerors should submit all proposal files in Microsoft Office product, Adobe PDF, or equivalent and compatible formats.
6. Restrictive or Proprietary Data: Offerors that include in their proposals data that they do not want disclosed to the public for any purpose, or used by the Government except for evaluation purposes, shall –
a. Mark the title page with the following legend: “This proposal includes data that shall not be disclosed outside the Government and shall not be duplicated, used, or disclosed -- in whole or in part -- for any purpose other than to evaluate this proposal. If, however, a contract is awarded to this Offeror as a result of -- or in connection with -- the submission of this data, the Government shall have the right to duplicate, use, or disclose the data to the extent provided in the resulting contract. This restriction does not limit the Government’s right to use information contained in this data if it is obtained from another source without restriction. The data subject to this restriction are contained in sheets [insert numbers or other identification of sheets].” and,
b. Mark each sheet of data it wishes to restrict with the following legend: “Use or disclosure of data contained on this sheet is subject to the restriction on the title page of this proposal
7. Offerors shall provide the following (as separate document attachments):
A. Technical Volume (Factor 1)
Each offeror is to provide sufficient detail (limited to a combined total of 20 pages) to demonstrate their capabilities to perform the requirements in the SOO in order to perform the effort, to include and be clearly identified:
a. Capabilities: In-house corporate experience is highly preferred, see technical evaluation in section below.
• Demonstrable corporate experience in the engineering design, and construction management of advanced technology laboratory space, semiconductor manufacturing facility, or clean manufacturing space, (facility expansions or new construction).
Demonstrate that offeror’s relevant staff members possess direct experience and have the appropriate credentials (academic and professional) to engage in this activity.
• Demonstrable corporate experience in the specification and installation planning for utilization of semiconductor manufacturing equipment in a production environment. This includes primary fabrication equipment and associated peripheral equipment. Demonstrate that offeror’s relevant staff members possess direct experience and have the appropriate credentials (academic and professional) to engage in this activity.
• Demonstrable corporate experience and proficiency with the regulatory processes relevant to the permitting of environmentally unfriendly chemicals and gases in the state of California. Specific, relevant experience to obtaining permits for trimethylaluminum (TMA) is desired. Demonstrate that offeror’s relevant staff members possess direct experience and have the appropriate credentials (academic and professional) to engage in this activity.
• Demonstrable corporate experience in the development of accurate, detailed, long term sustainment projections for semiconductor manufacturing capabilities and facility operation.
Demonstrate that offeror’s relevant staff members possess direct experience and have the appropriate credentials (academic and professional) to engage in this activity.
• Demonstrable scientific and technical expertise and experience in the following areas. Demonstrate offeror’s relevant staff members possess direct experience and have the appropriate credentials (academic and professional) to engage in the following activities.
• Growth of thick epitaxial films and the physics of epitaxial growth
• Material inspection and analysis
• Silicon Carbide semiconductor manufacturing processes and equipment
b. List of key personnel and their credentials/experience relevant to the aforementioned capabilities.
c. Technical approach and SOW (the technical approach and the proposed SOW may or may not be the same document)
e. Proposed milestone schedule
B. Past Performance Volume (Requested, not required) (Factor 2)
A past performance volume is preferred but not required. Each offeror may provide Government or commercial contracts/projects that are considered recent and relevant to the subject solicitation.
The Government is not establishing strict definitions of recent or relevant. The Government will evaluate Offerors who provide evidence of recent and relevant projects (limited to a combined total of 3 pages). Incomplete or old projects are not as valuable as completed and recent projects.
Information for each contract/project should include current point of contact (POC) information (name, telephone numbers, and email address for each POC), value, duration, completion status, and (for Government contracts/projects) contract/order number. See past performance evaluation below.
C. Price Volume (Factor 3)
Offerors should provide a pricing volume that corresponds to the milestone schedule and presents an appropriate CLIN and/or payment schedule for the work proposed. The final payment payable only upon final approval and acceptance of the assessment, shall not be less than 20% of the total base effort price. Pricing should give some visibility into the work efforts that contribute to that milestone.
Offerors MUST indicate what portions of the effort are subcontracted (if any) and identify the potential subcontractor(s) for this effort.
(End of provision)
Amendment to 52.212-2, Evaluation
The Government will award a contract resulting from this solicitation to the responsible offeror whose proposal, conforming to the solicitation, represents the best value to the Government and demonstrates a valuable approach to future implementation of the SOO objectives in the future.
Below are the evaluation factors, in order of relative importance.
Technical Past Performance Price
Therefore, Technical and Past Performance, when combined, are most important than price.
In accordance with the simplified acquisition procedures of FAR 13, DMEA will evaluate all responses received using the evaluation method listed below.
Two Phase Evaluation:
The proposal shall be evaluated in two phases:
First, the Government will ensure the offeror’s capabilities and key personnel that will be performing the work (if awarded the contract) are identified. Additionally, the Government will confirm that a SOW and schedule have been provided.
Note: Key personnel should either be currently employed by the proposing prime contractor, have a letter of commitment to be employed, or a subcontractor key personnel with supporting documentation from the subcontractor of their firm commitment to the task.
If either of these are found to be insufficiently identified, or if a SOW or schedule have not been provided the offeror’s entire proposal will be rejected and not considered further.
Second, the Government will evaluate the technical volume, past performance volume (if provided), and price volume.
The Technical volume will be evaluated as follows:
The Government will evaluate each offeror’s technical volume (e.g. technical approach, key personnel, SOW, proposed milestones, schedule, etc.) as a whole to determine technical risk and ability of the proposed to meet the objectives outlined in the SOO. Ambiguity, insufficiency, or incomplete technical volumes or technical approaches that present higher levels of risk may result in the proposal being rated low. Additionally, higher levels of required subcontractor support for technical expertise (in-house expertise is highly preferred) may be considered more risky and may be rated lower. IAW FAR 13.106-2(b)(3), Government evaluators may conduct comparative evaluations of offers.
Past performance will be evaluated as follows:
Any Past Performance information provided within the proposal will be evaluated (IAW FAR 13.106- 2(b)(3)). Additionally, the Government intends to review CPARS records (and other Government databases, such as SPRS) to evaluate past performance.
The Government does not anticipate but may, at its discretion, send out past performance questionnaires or otherwise contact previous customers for/regarding any past performance experiences listed. In addition to the information to evaluation above, the Government may evaluate all past performance information received from any returned past performance questionnaires.
Price will be evaluated as follows:
The Government evaluate the pricing information provided in the proposal, including (but not limited to) the clarity of the pricing structure and price reasonableness. Alternative pricing methods that sacrifice adequate details may be viewed as a higher risk in the technical evaluation.
Offerors shall provide a detailed explanation regarding general pricing methodology, so that Government evaluators can reasonably understand how the offeror is performing the effort as priced.
Below is a table with a suggested CLIN structure to help structure the price for the proposal.
CLIN Description Qty UoM Unit Price CLIN Total Base Assessment, Milestone 1 Base Assessment, Milestone 2 Base Assessment, Milestone 3 Base Assessment, Milestone 4
The Government reserves the right to request additional information to better understand an offeror’s general pricing methodology.
Award A written notice of award or acceptance of a proposal emailed or otherwise furnished to a successful Offeror shall result in a binding agreement upon bilateral signature.
The Government reserves the right to select and negotiate any aspects of the proposal (e.g. the SOW, price, payment schedule, CLIN structure, etc.). The resultant contract will incorporate the resultant SOW, payment schedule, CLIN structure, etc.
IAW FAR 13.106(c), offerors are not entitled to a full debriefing but will be notified along with a brief explanation of the basis for the contract award decision.
