About this opportunity
Fermi National Accelerator Laboratory, procuring through Fermi Forward Discovery Group, seeks an Indefinite Delivery/Indefinite Quantity subcontract for chemical waste collection, transport, and disposal services at the Long Baseline Neutrino Facility in Lead, South Dakota, with proposals due July 14, 2026 and questions due July 10, 2026. This is a 100% Small Business Set-Aside, foreclosing competition outside that pool.
Place of performance is the Sanford Underground Research Facility (SURF) in Lead, South Dakota. The subcontract will be Firm-Fixed-Price based on unit rates for hazardous and non-hazardous waste streams across 18 waste categories, including oil-contaminated solvents, chromium-contaminated wastewater, lead-contaminated solids, PCB capacitors, universal wastes, concentrated acids, aerosols, and flammable liquids. Services are performed Monday through Friday, 7:00 a.m. to 4:00 p.m. local time, excluding federal holidays, on an as-needed basis with shipments approximately every 180 calendar days. No minimum or maximum waste volumes are guaranteed.
Distinctive requirements include compliance with 10 CFR Part 851 (DOE Worker Safety and Health Program), 29 CFR 1910 and 1926 (OSHA), and RCRA/DOT regulations for manifests and Land Disposal Restriction notifications. All personnel require Fermilab badge access and completion of LBNF/DUNE orientation and OSHA lead and powered industrial truck training. Specific PPE includes Type II safety helmets with chin straps, safety glasses, reflective Class II clothing, safety toe boots, hearing protection, and cut-level 4 gloves. U.S. citizenship is preferred. The subcontractor must establish a Quality Control Program with a designated Quality Control representative and submit a Corporate Quality Assurance Plan and Project Quality Control Plan post-award.
Insurance requirements include General Liability ($1,000,000 per occurrence; $2,000,000 aggregate), Automobile Liability ($1,000,000 combined single limit), Excess Liability ($1,000,000), and Contractor's Pollution Liability ($10,000,000). The NAICS code is 562112 (Hazardous Waste Collection) with a $47.0 million size standard. Award will be made under Lowest Price Technically Acceptable methodology to the two highest-rated offerors. Evaluation uses eight subfactors addressing waste procedures, regulatory compliance, documentation, TSDF coordination, project management, deliverables, safety plans, and quality control. Past performance requires three recent projects within three years of similar scope, schedule, and complexity. Proposals must remain valid 180 calendar days from due date. Submit electronically to bhopkins@fnal.gov with subject line "RFP No: 377350-BH - (Offeror Name)."
