About this file

This is a Request for Proposal (RFP) issued by Fermi Forward Discovery Group, LLC on behalf of the U.S. Department of Energy for chemical waste collection and disposal services at the Long Baseline Neutrino Facility (LBNF) for the Deep Underground Neutrino Experiment (DUNE) in Lead, South Dakota. The RFP number is 377350-BH, with questions due by July 10, 2026 at 12:00 p.m. CT and proposals due by July 14, 2026 at 12:00 p.m. CST. FermiForward seeks an Indefinite Delivery/Indefinite Quantity (ID/IQ) subcontract resulting in Firm-Fixed-Price (FFP) rates for hazardous and non-hazardous chemical waste removal, transport, and disposal services. The solicitation is a 100% Small Business Set-Aside with NAICS code 562112 (Hazardous Waste Collection) and a size standard of $47.0 million.

Offerors must submit three distinct proposal components: Part I (Technical Proposal), Part II (Pricing Schedule per Attachment B), and Part III (Past Performance). The technical evaluation uses eight subfactors addressing waste collection and disposal procedures, regulatory compliance (EPA, DOT, OSHA, DOE, RCRA), waste documentation and tracking, Treatment Storage and Disposal Facility (TSDF) coordination, project management and scheduling, deliverables, corporate safety plans, and quality control plans. Past performance evaluation requires three recent projects completed within three years demonstrating similar scope, schedule, and complexity. Award will be made under a Lowest Price Technically Acceptable (LPTA) evaluation methodology to the two highest-rated offerors with lowest total evaluated price who are deemed technically and past-performance acceptable. Proposals must remain valid for a minimum of 180 calendar days from the due date. Proposals must be submitted electronically to bhopkins@fnal.gov with subject line "RFP No: 377350-BH – (Offeror Name)." Late submissions will not be accepted. The procurement specialist is Brittany Hopkins at bhopkins@fnal.gov.

1. BACKGROUND

The Deep Underground Neutrino Experiment (DUNE) at the Long Baseline Neutrino Facility (LBNF) was borne out of the 2014 U.S. Particle Physics Project Prioritization Panel (P5) recommendations. The recommendations called for formation of a truly international collaboration for constructing a US-based long-baseline neutrino oscillation experiment with a powerful neutrino beam (~MW scale), a massive liquid argon TPC (40 kt) sited several hundred kilometers downstream of the neutrino source and deep underground, and a smaller detector just downstream of the beamline. Together these elements will have the capability to unambiguously determine the neutrino mass ordering, search for CP violation in the lepton sector, search for proton decay, and observe neutrinos from core collapse supernovae.

The LBNF/DUNE-US Project is the DOE-funded construction project to create the facility and contribute US scope to the international DUNE Collaboration. The major participants in the overall LBNF/DUNE enterprise are the international DUNE collaboration, the LBNF/DUNE-US construction project, the DOE, international funding agencies, Fermilab (in Batavia, Illinois) as the host laboratory, and the Sanford Underground Research Facility (SURF, in Lead, South Dakota), where the far detector will be located.

8. EVALUATION CRITERIA

This RFP is issued using a Lowest Price Technically Acceptable (LPTA) source selection evaluation. The LPTA source selection process is appropriate when best value is expected to result from selection of the technically acceptable proposal with the lowest evaluated price. Award will be made to the two highest rated Offerors that submits the lowest total evaluated price considering all periods of performance while deemed technically acceptable with an acceptable past performance rating. Proposals are evaluated for acceptability but not ranked using the non-price factors. Technical and past performance factors are evaluated non-price factors either on an acceptable or unacceptable basis. Tradeoffs are not permitted.

Offerors must be determined responsible to be eligible for award. FermiForward anticipates award without discussions; however, reserves the right to conduct discussions if in best interest of FermiForward.
