About this opportunity
The Department of Transportation Maritime Administration (USMMA) is soliciting proposals for a Student Health Insurance Plan (SHIP) to provide comprehensive medical insurance coverage for Midshipmen at the U.S. Merchant Marine Academy. The contract requires a PPO-based health insurance plan covering medical services, prescription drugs, mental health care, emergency and non-emergency treatments, and international coverage that meets Affordable Care Act requirements. Offerors must maintain an active SAM.gov registration with NAICS code 524210 and have healthcare providers located within 10 miles of the academy in Nassau County, NY. The solicitation will be evaluated using a best value and Lowest Price Technically Acceptable (LPTA) methodology, with proposals requiring a technical approach, past performance example, and pricing details. Following Amendment One, the proposal deadline has been extended to July 21, 2025, at 2:00 PM EST, with questions due by July 14, 2025, at 1:00 PM EST, and past performance questionnaires must be directly emailed to durba.ray@dot.gov by references prior to the closing date.
This procurement is structured as full and open competition between large and small businesses with no set-aside designation, and the contract is characterized as a zero-dollar arrangement indicating costs will likely be covered by student premiums rather than government funding. The insurance coverage targets a student population of 900-1,000 Midshipmen, with policy costs ranging between $1,000 and $2,500 for a full calendar year. The base contract period runs from September 1, 2025, through August 31, 2026, with three additional option years extending potential coverage through August 31, 2029, while the actual insurance policy year operates on a January 1 to December 31 calendar with open enrollment from September 1 through mid-November. Performance will take place at Kings Point, NY 11024, serving the U.S. Merchant Marine Academy, with an average of 210 graduating students and 280 incoming new students annually requiring coverage coordination.
