Immigration and Customs Enforcement (ICE) is issuing a Request for Information and Sources Sought notice on operations and maintenance, adaptive maintenance, and enhancement services for a custom-built system supporting Homeland Security Investigations, with responses due May 27, 2026 by 0500 PM Eastern Time. This is a market-research RFI for planning purposes only; no contract will be awarded and no payment obligation exists.

The system is AWS cloud-based, serverless, and developed using Agile methodology, incorporating tracking, workflow management, records retention, reporting, analytics, and financial management and accounting modules for the law enforcement environment. Task 1 comprises O&M support including troubleshooting, corrective and preventative maintenance, adaptive maintenance, help desk support, backup and data management, DevSecOps engineering, platform and pipeline development, cloud management, performance and security monitoring, process automation, data migration, training, security compliance, and release management. Financial Management Module maintenance includes perfective and adaptive maintenance, change requests, workflow updates, reporting enhancements, system integrations, and UI/UX design. Task 2 addresses adding users and data from outside units, modifying roles and permissions, security implementation, field and screen modifications, data migration, and training.

ICE anticipates NAICS Code 541519 (Other Computer Related Services) with a $34 million small business size standard and PSC DA01. Responses must include entity information, relevant experience within the last three years, technical capabilities in AWS, DevSecOps, serverless environments, GitHub, test-driven development, and CI/CD pipelines, and law enforcement financial management expertise. Questions are due May 20, 2026 by 1000 AM Eastern Time to patricia.goldsberry@ice.dhs.gov and joseph.d.thibault@ice.dhs.gov. All proprietary information must be clearly marked on a page-by-page and paragraph-by-paragraph basis.

Update #2 · Latest ·

Background: Immigration and Customs Enforcement (ICE), the largest investigative arm in the Department of Homeland Security (DHS), is responsible for identifying and shutting down vulnerabilities in the nation’s border, economic, transportation, and infrastructure security. The US Homeland Security Investigations (HSI) directorate is a critical asset in the ICE mission, responsible for investigating a wide range of domestic and international activities arising from the illegal movement of people and goods into, within, and out of the United States. The ICE Office of the Chief Information Officer (OCIO) is responsible for the overall management, planning, development, deployment, operation, maintenance, coordination, and evaluation of ICE technology programs and activities.

ICE seeks to leverage a business-centric approach to system design, minimizing duplicative tasks, leveraging common functionality, and reducing the complexity associated with systems maintenance. ICE also seeks to leverage best practices in open architecture to minimize cycle time and costs associated with acquiring and maintaining third-party tools. Leveraging ICE’s Agile environment, all of this should be accomplished through cloud-based hosting and Development, Security and Operations (DevSecOps) tools.
