About this opportunity
Immigration and Customs Enforcement is conducting a Request for Information on May 15, 2026 to refine acquisition strategy for Visa Security Program Tracking System (VSPTS) Operations and Maintenance Support Services; this is market research only and does not constitute a commitment to solicit.
No set-aside is anticipated. Work will be performed primarily at contractor facilities with frequent in-person meetings required at government locations in the Greater Washington Metro Area; telework is authorized when in the government's best interest. Core availability is 9:00 a.m. to 5:00 p.m. Monday through Friday, except federal holidays.
The contract covers a base period of twelve months plus four optional twelve-month periods. Contractor personnel must be proficient in Java Enterprise Edition, PostgreSQL, JBoss/WildFly, Artemis Active MQ, Ansible, Terraform, and emerging technologies including AI and Machine Learning. The scope includes Tier 2 and Tier 3 helpdesk support, system support covering interfaces and database management, configuration management, training support, security and ISSO support, query and reporting services, external interface support, system enhancements, and database management. Performance standards mandate one-hour response time for Tier 2/3 tickets, 48-hour resolution for non-emergency tickets, and 99% system uptime. Two key personnel positions—Project Manager/Scrum Master and System Architect II or higher—require Government acknowledgement prior to replacement; the Project Manager needs a bachelor's degree and minimum ten years' IT experience including Agile expertise, and the System Architect requires similar education with ten years' experience and ETL and web service technology knowledge.
Responses are due in Microsoft Forms format only by May 15, 2026 at 10:00 a.m. Eastern Time. All response costs are at the responder's expense.
