About this opportunity
The Federal Aviation Administration is conducting market research through a Request for Information to solicit statements of interest and capabilities from vendors interested in providing re-locatable tower security fencing systems. The procurement seeks to acquire 163 eight-foot panels, 4 sixteen-foot swing gates, 4 four-foot panels, 4 four-foot gates, associated installation hardware, and 24 bilingual security signage units that meet the specifications outlined in the Statement of Work. Key requirements include fencing systems that can withstand 90 mph winds and 10-degree ground slopes, are non-ground penetrating, feature lockable personnel and trailer gates, remain resistant to cutting and rust, and are transportable by a 3/4 ton pickup truck and installable by two people. This RFI is strictly for market research purposes to inform the FAA's procurement strategy, and the agency explicitly states it will not pay for response preparation costs or accept unsolicited proposals. Interested vendors must submit their statements of interest, company information, website links with pricing, detailed fencing specifications matching the SOW, and any additional questions by 4:00 p.m. Central Time on November 6, 2025, to haylee.p.hildebrand@faa.gov.
This procurement has no set-aside designation, though the FAA indicates it may structure a future solicitation as a full and open competition or set aside awards for small businesses, service-disabled veteran-owned small businesses, or 8(a) Program participants if a competitive environment exists among these groups. No current contractor or incumbent is identified in this market research announcement. The NAICS code is 237130 (Power and Communication Line and Related Structures Construction) with a $45 million size standard, providing an indication of the scale contemplated for this procurement. The fencing systems must be delivered to the CBP Southwest Field Office in Tucson, Arizona within 60 days following contract award, and all fence components must include optional stabilization weights not exceeding 50 pounds each if ground anchoring is not feasible at the installation site. While no specific contract value is stated in this RFI phase, the comprehensive scope and customized technical specifications suggest a substantial procurement requiring significant vendor capability and manufacturing capacity.
