About this opportunity
The 78th Air Base Wing at Robins Air Force Base, Georgia, is conducting market research and seeking capability statements from vendors for security system installation at Thomas Hall, Middle Georgia State University, with a deadline of September 30, 2026, and a site visit on August 17, 2026 (preregistration due August 12, 2026, at 1600 EST). This is an RFI only; no contract will be awarded from this announcement.
Work scope includes installation, integration, and configuration of an IP-based intrusion alarm system with Common Access Card (CAC) access control using existing HID ProxCard II Clamshell Cards. The system must operate stand-alone, not connected to network infrastructure, and include 27 motion detectors, one intrusion detection system panel, six CAC readers, 12 magnetic locks, six pushbutton releases for request-to-exit, one arm/disarm keypad, and high-security switches on five exterior door pairs. All 14 doors across six pairs will operate independently, with new cabling required throughout the facility.
Performance occurs at Thomas Hall, Warner Robins, during standard business hours (Monday–Friday, 0800–1700 local time) with after-hours work requiring seven days' advance written approval. Delivery is required no later than 90 days after receipt of order. The contractor must provide monitoring destination services for a minimum of one year using cellular or radio links and assign all intellectual property rights to the Government. Johnson Controls currently provides intrusion detection and access control services at Robins AFB; Thomas Hall security was originally installed by Middle Georgia State University rather than the Government.
Vendors should submit capability statements including company identifiers, relevant NAICS 238990 and PSC Z2AA experience, estimated performance timeline, feedback on the draft SOW, and small business status (if applicable).
