About this file

This document is a Memorandum for Record containing Questions and Answers from a site visit regarding security system installation at Middle Georgia State University Thomas Hall, located at Robins Air Force Base, Georgia, dated 27 August 2026.

The project involves installing an integrated alarm and access control security system for Thomas Hall. The access control system must be configured to utilize existing HID ProxCard II Clamshell Cards and operate as a stand-alone system not connected to network infrastructure. The installation includes 14 doors organized in 6 pairs, with each door operating independently. One door per pair will be opened via badge card reader in one direction, while the opposite door opens via pushbutton magnetic release. All 12 doors will be held closed with magnetic locks, and the 5 exterior door pairs require high-security switches for alarm purposes. Six pushbuttons for request-to-exit functionality are required at specific locations shown in the provided drawing. The system requires new cabling installation throughout, with existing pathways available for reuse. All ceilings are hard lid construction, and the CMU wall construction presents challenges for interior wall cable routing. No sirens, glass-break sensors, gunshot detection sensors, or motion-based request-to-exit devices are needed; motion sensors specified on the drawing will suffice. The vendor will provide monitoring destination services for a minimum of one year, utilizing cellular or radio links similar to other SWEG off-site facilities. Pricing submissions are required only after the official RFQ is released. Johnson Controls currently provides IDS and access control services at Robins AFB, and Thomas Hall security was originally installed by Middle Georgia State University rather than the Government.

DEPARTMENT OF THE AIR FORCE

AIR FORCE SUSTAINMENT CENTER

ROBINS AIR FORCE BASE, GEORGIA

27 August 2026

MEMORANDUM FOR RECORD

SUBJECT: Middle Georgia State University Thomas Hall Security Site Visit Q&A

1. How many sirens are needed?

None

2. Can we use a combination of wired and wireless sirens?

N/A

3. How many access cards are required?

Please code the access control system to utilize our existing HID ProxCard II Clamshell Cards. We have plenty on hand.

4. Are any glass-break sensors needed?

No, the motion sensors shown in the drawing will suffice.

5. Are gunshot detection sensors needed?

No

6. Are any motion sensors needed? If so, how many and where?

The drawing provided shows all required motion sensors.

7. Are any motion-based request-to-exit devices needed?

No, the push-button releases shown on the drawing will be used.

8. How should the 14 doors operate? There are 6 sets of a pair of doors.

Only 1 door per pair is opened with a badge card reader in one direction. The other door is opened with pushbutton mag release in the opposite direction. All 12 doors are held closed with a magnetic lock. The exterior 5 pairs are to have a high security switch on each door for alarm purposes.

9. Will each door operate independently?

Yes

10. Is the plan for one direction of travel to use a card reader and the opposite direction to use a request-to-exit button?

11. Are request-to-exit buttons required on all doors, or only specific doors?

The 6 pushbuttons required are shown on the drawing at specific locations.

12. Do we need to pull new cabling for the alarm system and access control system?

13. If existing cabling will be used, are there available pairs for the alarm system?

14. If existing cabling will be used, are there available pairs for the door position contacts?

15. Are there any existing wiring conditions or limitations we should be aware of before installation?

We have been told it would be difficult, if not impossible, to fish the interior of the walls due to their CMU construction.

16. Existing conduit, cable tray or raceway available for reuse, versus full new-install routing.

The existing pathways can be re-used.

17. Ceiling type in the Phase 1 and Phase 2 zones — accessible drop tile or hard lid.

Not aware of any phasing zones. All ceilings are hard lid.

18. Ratio and configuration of card readers to magnetic locks and high-security switches, including any double-leaf or two-way-monitored openings.

All devices are specified by quantity and location on the drawing.

19. Whether the secondary C-CURE server is a redundant failover license or a passive standby.

This is a stand-alone system not connected to any network; there should not be a need for a secondary server.

20. Who furnishes the network switching and firewall serving the security VLAN — the Government, the university, the contractor — and whether that segment terminates on Government or university infrastructure.

Stand-alone system not connected to a network infrastructure.

21. The monitoring destination and the transport path for remote alarm reporting.

Vendor will provide the monitoring destination for minimum of 1 year. Not sure of the transport path, but other SWEG off-site facility utilizes cellular/radio links.

22. Any Risk Management Framework, Authority to Operate, or cybersecurity accreditation obligations attaching to the head-end servers, and which party holds them.

Stand-alone system not tied to any network for credentials.

23. Government-furnished credentials, the CAC enrolment process, and cardholder data ownership.

Cards should be configured to current badge card type HID Proxcard II Clamshell

24. Is it a requirement to submit the pricing at the pre-solicitation stage, or is pricing needed after the solicitation notice goes out?

Pricing to be submitted once the official RFQ is released.

25. Is there an incumbent providing same/similar services to Thomas Hall and/or Robins AFB?

Johnson Controls is our vendor for IDS/access control on base

26. If there is an incumbent for Thomas Hall specifically, who are they, what was their winning bid, contract number and SOW?

Unknown. Thomas Hall security was originally installed by Middle Georgia State University not the Government.
