About this opportunity
The US Army DEVCOM Soldier Center has issued a Request for Information (RFI) under the FY24 Congressional Military Footwear Research Initiative to identify domestic footwear manufacturers interested in participating in technology assessments and manufacturing process improvements for military footwear systems. The initiative seeks manufacturers of boots, athletic shoes, and dress shoes who are willing to share knowledge about existing processes and constraints, provide feedback on identified gaps, suggest improvement alternatives, and participate in piloting recommendations to enhance domestic military footwear manufacturing capabilities. Key areas of focus include uppers, soling, and shoe construction processes, with the goal of increasing surge capacity within the domestic footwear military base. Interested parties must submit responses electronically to wendy.k.johnson26.civ@army.mil and anita.a.perkins.civ@army.mil by June 16, 2025, at 5:00 PM EST, including their business size, socioeconomic status, applicable NAICS code, CAGE code, and GSA Federal Supply Schedule contract number if applicable. Responses should indicate willingness to participate in footwear technology assessment and manufacturing process advancement efforts.
This sources sought announcement does not utilize any set-aside designations and explicitly states that no contract will be awarded directly from this RFI, with no funding currently available. No incumbent contractors or potential award values are specified in the notice. The government anticipates up to 4 months for delivery of technology assessment responses after manufacturer participation and 6-12 months for delivery of footwear items if needed for manufacturing process advancement. The DEVCOM Soldier Center's Footwear Performance Lab will be available for end item testing of footwear if test machines are available as government furnished property. This initiative represents a research and development effort aimed at identifying and addressing gaps in domestic military footwear manufacturing capabilities rather than an immediate procurement opportunity.
