About this file

This document is a Request for Information (RFI) from the US Army DEVCOM Soldier Center focused on the FY24 Congressional Military Footwear Research Initiative. The RFI seeks to identify footwear manufacturers interested in conducting a technology assessment and advancing manufacturing processes for domestic military footwear production. The initiative targets manufacturers of boots, athletic shoes, and dress shoes, with two distinct efforts: a technology assessment open to all manufacturers and a manufacturing development effort limited to domestic manufacturers.

Key details include a response deadline of 16 June 2025 at 5:00 p.m. EST, with submissions to be sent electronically to specific Army contact emails. Interested parties are asked to provide business size, NAICS code, CAGE code, and indicate willingness to share current manufacturing capabilities and participate in potential improvements. The government anticipates 4 months for technology assessment responses and 6-12 months for potential footwear item development. Importantly, this is a sources sought announcement, not a solicitation, and no contract will be awarded directly from this RFI. The ultimate goal is to enhance domestic military footwear manufacturing capabilities, focusing on improvements in uppers, soling, and shoe construction.

Attachment 1 to answer vendor questions:

Question 1: Is the FY24 a typo that should say FY25?

Answer 1: It is not a typo. It was decided to use “FY24” because of the type of funding. These are FY24 funds which will be expiring soon. With an anticipation of potentially receiving FY25 Congressional Military Footwear Research funds, we may post a new RFI in which we would probably use “FY25” in the announcement.

Question 2: Is this RFI different than previous RFIs?

Answer 2: This is a separate effort from the previous FY24 Congressional Military Footwear Research. This RFI is focused on conducting a footwear technology assessment of current and future whole footwear manufacturing capabilities. The goal is to help identify capabilities that domestic footwear manufacturers can use to improve upon within their facilities to advance military footwear. The effort also includes footwear manufacturing development based on military priorities and focus.

Question 3: Is this RFI for Boot manufacturers only or for the supply chain as well?

Answer 3: FY22-24 Congressional Military Footwear Research initiatives supported many projects which heavily involved footwear suppliers. This RFI is looking for responses from whole footwear manufacturers including boots, athletic shoes, and dress shoes. This RFI is focused on conducting a footwear technology assessment of current and future whole footwear manufacturing capabilities. The goal is to help identify capabilities that domestic footwear manufacturers can use to improve upon within their facilities to advance military footwear.

Question 4: My impression in regard to this RFI was that interest was solely in having U.S. based manufacturers participate.

Answer 4: There are two separate efforts we requested responses for: 1) Technology Assessment and 2) Manufacturing Development for Footwear. The Technology Assessment effort was open to ALL footwear manufacturers. The Manufacturing Development effort was open to ONLY domestic manufacturers.
