About this opportunity

The General Services Administration (GSA) Assisted Acquisition Services is conducting a Request for Information (RFI) for managed services related to medical supplies and pharmaceuticals at a contractor-provided site designated as "Site G" in the Mid-Atlantic region. The procurement seeks a comprehensive logistics solution for receiving, securely storing, and managing government-owned pharmaceuticals, medical supplies, and equipment. Key contract requirements include operating a fully staffed facility Monday through Friday from 7am-5pm, with the capability to handle 100 pallets per hour and 300 small shipments per hour, plus a 24/7 surge capacity of 200 pallets per hour within two hours' notice. Prospective contractors must provide a facility with specific infrastructure, including four walk-in cold storage units, two ULT freezers, temperature-controlled environments ranging from 20C to -80C, 21 ambient dock doors, and four cold storage dock doors. Interested firms must submit a signed Non-Disclosure Agreement to receive detailed geographical information, with responses due by 11am ET on December 11, 2024.

The procurement is not set aside for any specific small business category and is classified under NAICS code 493120 for Refrigerated Warehousing and Storage. The anticipated contract structure is a 10-year agreement with a five-year base period and five one-year option periods, to be awarded on a firm-fixed-price basis. The facility must have the capacity to manage a total of 48,000 pallets, including 43,000 at ambient temperature and 5,000 in refrigerated or frozen storage. While specific award value is not disclosed in the pre-solicitation notice, the comprehensive requirements suggest a significant and complex logistics management contract. The government will require automated small parcel capabilities and comprehensive inventory management systems. Potential contractors will need to demonstrate substantial expertise in pharmaceutical and medical supply logistics, with robust security and temperature-controlled storage capabilities.
