About this opportunity
The Department of Justice Bureau of Prisons is issuing a Request for Information to assess market capability for a future IDIQ contract for secure juvenile detention services with responses due by June 18, 2026 at 2:00 p.m. EDT.
Services will cover male or female juvenile offenders within the contiguous 48 states, excluding Alaska and Hawaii. The anticipated IDIQ will include a one-year base period and four one-year option periods, with in-house residents only under a single comprehensive procurement. The BOP has identified two capacity scenarios: guaranteed minimum of 9 beds with estimated maximum of 15 beds, or alternatively guaranteed minimum of 6 beds with estimated maximum of 10 beds, with flexible gender composition.
This is a new requirement with no incumbent contractor. The Statement of Work mandates direct supervision with staffing ratios of one staff member per eight juveniles during waking hours and one per sixteen during sleeping hours, with 24/7 operations. The contractor must provide education (minimum four hours daily for school-age juveniles), vocational training, substance abuse services, mental health and psychiatric care, counseling, and recreational programming totaling minimum 50 hours weekly. Key personnel including the Facility Director, Assistant Director, School Principal, and Directors of Psychology and other critical roles require BOP approval prior to employment. The facility must comply with ACA Standards for Juvenile Training Schools and PREA requirements, maintain case management at one manager per ten juveniles, and submit monthly vouchers and quarterly progress reports.
Respondents must submit answers to detailed questions in PDF format to Contracting Officer Pamela Barcelona at pbarcelona@bop.gov, including company contact information, socioeconomic status, Tax ID, and DUNS number. Clarifying questions close June 4, 2026, with answers posted on SAM.gov by June 9, 2026. The RFI is for information and planning only and does not obligate the Government to contract or reimburse response costs.
