About this file
This is a Request for Information (RFI) issued by the Federal Bureau of Prisons (BOP), an agency of the U.S. Department of Justice, regarding secure juvenile detention services within the contiguous 48 states, excluding Alaska and Hawaii.
The BOP seeks information to determine whether qualified sources can meet requirements for a potential future Indefinite Delivery, Indefinite Quantity (IDIQ) contract for secure juvenile services for male or female offenders. The anticipated requirement involves either a guaranteed minimum of 9 beds with an estimated maximum of 15 beds, or alternatively, a guaranteed minimum of 6 beds with an estimated maximum of 10 beds, with flexible gender composition. The contract period is anticipated to include one Base Year and four one-year Option Periods, covering in-house residents only. All services would be solicited under a single procurement requiring the successful offeror to provide comprehensive services.
Respondents are requested to submit answers to 12 detailed questions addressing their experience operating secure juvenile facilities, state and local ordinances or restrictions, zoning issues, applicable laws and regulations, ability to house both male and female juveniles, restrictions on housing certain juvenile types, environmental concerns, and availability of specialized support services including medical, dental, mental health, psychiatric, education, vocational, evaluation, and cultural programming. Responses must be submitted in PDF format by 2:00 p.m. EDT on June 18, 2026, to Pamela Barcelona, Contracting Officer, at pbarcelona@bop.gov. Clarifying questions regarding the RFI must be submitted by June 4, 2026, with answers posted on SAM.gov by June 9, 2026. Responses must include company contact information, socio-economic status, Tax ID, and DUNS number. The BOP explicitly states this RFI is for information and planning purposes only and does not commit the Government to contract, accept proposals, or reimburse respondents for costs incurred.
