About this file
This is a Request for Information (RFI) issued by the Federal Bureau of Prisons (BOP), an agency of the U.S. Department of Justice, to assess market capability for a potential future solicitation for secure juvenile detention services.
The BOP seeks information regarding the feasibility of providing residential reentry center (RRC) and home confinement services for male or female juvenile offenders within the contiguous 48 states, excluding Alaska and Hawaii. The anticipated solicitation will be structured as an IDIQ contract with a one-year base period and four one-year option periods. Bed capacity requirements are anticipated to be either a guaranteed minimum of 9 beds with an estimated maximum of 15 beds, or alternatively a guaranteed minimum of 6 beds with an estimated maximum of 10 beds, with flexible gender combinations. The solicitation will require the successful offeror to provide all services under a single procurement. Interested vendors must submit responses by 2:00 p.m. EDT on June 18, 2026, to Pamela Barcelona, Contracting Officer, at pbarcelona@bop.gov. Vendors must also submit company point of contact information, corporate address, tax identification and DUNS numbers, and socioeconomic status documentation. Questions regarding the RFI must be submitted by June 4, 2026, with answers posted on SAM.gov by June 9, 2026. The RFI explicitly disclaims that responses will not automatically include vendors in any future acquisition process and that the government will not reimburse response costs. Responses should address the government's requirements and assumptions, propose innovative cost-saving approaches, but should not include formal proposals, marketing materials, or requests for award consideration.
