About this file

This is a Request for Information (RFI) issued by the Federal Bureau of Prisons (BOP), an agency of the U.S. Department of Justice, regarding secure juvenile detention services within the contiguous 48 states, excluding Alaska and Hawaii.

The BOP seeks input from qualified service providers regarding the feasibility of procuring secure juvenile services for male or female offenders through an anticipated Indefinite Delivery/Indefinite Quantity (IDIQ) contract. The requirement specifies a guaranteed minimum of 9 beds with an estimated maximum of 15 beds, capable of accommodating a combination of male and female residents. Services are anticipated to cover a one-year base period followed by four one-year option periods, with in-house residents only. All services are expected to be solicited under a single procurement requiring the successful offeror to provide comprehensive services. Interested vendors must submit responses in PDF format by 2:00 p.m. EDT on June 18, 2026, to Pamela Barcelona, Contracting Officer, at pbarcelona@bop.gov. Questions regarding the RFI must be submitted by June 4, 2026, with answers posted on SAM.gov by June 9, 2026. Vendors should include company point of contact information, address, email, telephone, socioeconomic listing (SDVOSB, WOSB, Large, etc.), Tax ID, and DUNS number with their responses.

The RFI contains eleven substantive questions addressing vendor experience with Residential Reentry Center (RRC) and Home Confinement services, state and local ordinances, community support and opposition, site location feasibility, zoning requirements, transportation availability, job placement capacity within 30 days, applicable regulations, restrictions on inmate housing, environmental concerns, and additional procurement considerations. The BOP explicitly disclaims that responding to this RFI does not constitute a formal proposal request, obligate the Government to contract, or automatically include respondents in future acquisition processes. All response costs are the vendor's responsibility, and submitted information becomes Government property subject to FOIA disclosure unless marked as proprietary under FOIA Exemption 4.
