About this opportunity
The General Services Administration's Federal Acquisition Service is conducting a market research initiative to identify qualified sources capable of providing emergency supplies and services in support of FEMA disaster relief operations. The government is seeking vendors who can supply a wide variety of items consistent with those listed in the Commonly Used Sheltering Items & Service Listing, including sheltering equipment, hygiene kits, medical supplies, infant care items, and pandemic-related protective equipment. Key requirements for potential vendors include maintaining 24/7 availability of key personnel during Presidentially declared emergencies, responding to Requests for Support within accelerated timelines (same-day response during business hours and next-business-day response outside normal hours), and demonstrating the capability to rapidly process orders for commercial supplies and emergency response services. This Pre-solicitation Notice explicitly states that it is not a Request for Proposal and is intended solely for market research purposes; the government does not intend to award a contract based on responses to this notice, nor will it reimburse respondents for their efforts or return submitted information. Interested parties must submit their responses by March 13, 2026.
This opportunity is designated as a Total Small Business set-aside, limiting competition to small business concerns. The notice does not identify any incumbent contractors or current award holders, nor does it specify anticipated award values or budget ranges at this stage of the procurement process. The government's solicitation references the FEMA Commonly Used Sheltering Items Catalog from September 2022 as a guide for the types of supplies and services that may be required, encompassing eight major procurement categories designed to support disaster relief sheltering operations for congregate shelter populations. No specific quantity estimates or contract duration details are provided in the Pre-solicitation Notice, as this is a preliminary market research effort to gauge vendor capabilities and capacity for emergency response contracting. Prospective vendors should note that while this notice does not constitute a binding procurement action, it establishes baseline expectations for vendors seeking to participate in future GSA emergency acquisition vehicles supporting FEMA operations.
