About this opportunity
The United States Space Force (USSF) Space Systems Command (SSC) is issuing a Request for Information (RFI) to survey industry and academic capabilities for the Enterprise Data Integration Space Operations Node (EDISON) program, designated as System Delta (SYD 85). The procuring agency seeks solutions to process, protect, persist, integrate, and disseminate mission and operational space data in support of the USSF Unified Data Library (UDL). Key requirements include demonstrated success within the past five years in low-cost, rapid delivery of capabilities, with preference for high Technology Readiness Level (TRL) products and existing solutions that minimize programmatic and technical risk. Respondents must demonstrate expertise across six technical attribute areas: SAFe/Agile methodologies, DoD DevSecOps CI/CD pipeline compliance, cloud software architecture development, Modular Open Systems Approach (MOSA) compliance, Risk Management Framework (RMF) processes, and software lifecycle management with code baseline takeover experience. The RFI deadline for responses is February 23, 2026, with all work to be performed in the USA, and submissions should be directed to Capt. Keon Hannibal at keon.hannibal.2@spaceforce.mil.
This RFI carries no set-aside designation, and no incumbent contractor or award value information is specified in the notice. The submission requirements limit responses to fifteen pages (excluding Excel spreadsheets and front matter), formatted in Microsoft Word with 10-point Times New Roman font, single-spaced, and 1-inch margins. Small business responses are actively encouraged, though foreign firms may only participate at the subcontractor level. This is a market research effort for planning and information purposes only and does not constitute a binding solicitation, commitment to contract, or obligation to reimburse respondent costs; all responses become Government property. The applicable NAICS codes are 541511 and 541519 (Custom Computer Programming Services), indicating the procurement focus on software development and integration services.
Notice text
This RFI is for USSF Space Systems Command’s (SSC) System Delta (SYD 85). Additional market research may or may not be conducted. Responses from small businesses are encouraged. This RFI is focused on surveying industry capability. Recent (≤5 years), relevant (see Section 3b) demonstrated success with low cost, rapid delivery of capabilities as described in the attached summarized USSF Data Integration Layer Capability Need Statement (CNS), which may include development that is underway or already fielded. High Technology Readiness Level (TRL) products and services, as well as the re-use of existing capabilities and/or opportunities are of interest. “Low-cost” and “rapid” must result in acceptable programmatic and technical risk to the Government.
