About this opportunity

The Department of the Air Force Space Rapid Capabilities Office (SpRCO) is conducting market research to identify vendors capable of supporting Space Warfighting Architecture Navigator (SWAN) expansion and portfolio transformation, with capability statements due November 13, 2026. This is an RFI for planning purposes only and does not commit the Government to contract.

SpRCO seeks support across four core objectives over a 12-month period: expanding the Government-owned SWAN model and database to include priority mission threads with tradespace analysis and program milestone data; providing portfolio optimization and decision support through funding scenario modeling and mission ROI analysis; prioritizing Science & Technology activities and readiness assessments based on SWAN analysis; and transforming SpRCO acquisition processes and operating models to enable rapid decision-making through organizational design, talent strategies, and personnel training.

Anticipated NAICS code is 541611 (Administrative Management and General Management Consulting Services), with a size standard of $24.5 million. The Government welcomes alternative NAICS recommendations with justification.

Respondents must demonstrate experience with mission thread decomposition, Government-owned capabilities integration, and strategic portfolio capabilities including POM tradespace modeling. Vendors should indicate availability on GWACs, GSA schedules, or DAF contract vehicles including OASIS, Alliant 2, ASTRO, or SpRCO IDIQs. Capability statements must include corporate information, CAGE code, SAM.gov registration, commerciality assessment, technical and analytical experience, and up to three relevant contract references from the past three years. Submissions in PDF format are due to Jennifer Wilterdink (jennifer.wilterdink.1@spaceforce.mil) and Austin Black (austin.black.10@spaceforce.mil) by November 13, 2026 at 5:00 PM MST. The Government will not reimburse preparation costs.
