About this opportunity

The Air Force Life Cycle Management Center, Aerial Networks Division (AFLCMC/C3NK) is conducting a Request for Information (RFI) to identify qualified vendors for engineering services related to the MIDS-JTRS Field Level Intermediate Trouble Shooting Equipment (MFLITE). The procurement involves developing an engineering design and technical data package for a non-developmental screening station used by USAF and international military aircraft maintainers to address radio messaging errors and reduce aircraft downtime. The project consists of two primary phases: Phase I requires creating technical documentation and a technical manual for aircraft radio maintainers, while Phase II involves assembling hardware, installing government-furnished software, and developing a logistics sustainment plan for ongoing software updates and hardware lifecycle management. Qualified U.S. companies must possess a Secret facility clearance and submit a Statement of Interest that includes company profiles, technical approaches, project schedules, resource allocations, and business classification details. The original deadline was July 16, 2025, but has been extended to July 23, 2025, at 12:00 PM EDT, with questions due by July 3, 2025.

This opportunity has no set-aside designation and is classified under NAICS Code 541330 for Engineering Services, with a small business standard of less than $25.5 million. No current contractors or incumbents are identified in the documentation, and no specific award values or budget ranges have been disclosed. The government has not established a specific quantity requirement for the MFLITE kits, as this RFI is primarily focused on assessing vendor capabilities for market research and planning purposes. The timeline involves an initial phase for technical documentation development followed by a subsequent phase for hardware assembly and field deployment, though specific duration details are not provided. All response costs are borne by interested parties, and the government emphasizes that no funds are currently available, with this RFI serving solely as a market research tool rather than a formal solicitation commitment.

This is not a request for proposal. This Request for Information (RFI) does not constitute a solicitation for bids or proposals, and it is not to be construed as a commitment by the Government. All information submitted by respondents to this request is strictly voluntary. The information herein is subject to change and in no way binds the Government to solicit for or award a competitive contract.

MFLITE is a non-developmental item used by USAF and International Military aircraft maintainers for addressing MIDS-JTRS radio messaging errors. The Air Force Life Cycle Management Center, Aerial Networks Division (AFLCMC/C3NK) is seeking qualified and interested vendors to both self-identify and verify their specific expert qualification and technical experiences that qualify them for the PMO’s effort to: develop the MFLITE engineering design and technical data package (TDP), culminating in the production of a Technical Manual for use by the aircraft radio maintainer. In a later phase of the Program, the contractor may be selected to perform the follow-on effort of building and fielding the kits. Once fielded, the Contractor will follow a logistics sustainment plan for the continued updating of the trouble shooting software and addressing life-cycle management of hardware components.
