About this file
This is a Request for Information (RFI) from the Air Force Life Cycle Management Center (AFLCMC) seeking engineering services for developing the MIDS-JTRS Field Level Intermediate Trouble Shooting Equipment (MFLITE) kit. The project involves two primary phases: first, creating a technical data package and technical manual for a data collection and trend analysis tool used in aircraft radio maintenance, and second, assembling hardware, installing government-furnished software, and developing a logistics sustainment plan. Qualified U.S. companies with a Secret facility clearance are invited to submit a Statement of Interest by July 23, 2025, at 12:00 PM EDT.
Key submission requirements include a company profile, technical approach description, project schedule, resource allocation details, and specific company information such as CAGE code, DUNS number, and business size. Interested vendors must complete documentation and email it to specified Air Force contacts (Capt Levi P. Cooper and Dannie Wu) by the deadline. The project aims to reduce aircraft downtime and operational costs by providing a screening station to determine radio terminal serviceability, with potential future work in kit production and field deployment. No funds are currently available, and this RFI is for market research and planning purposes only.

II. BACKGROUND
The MIDS-JTRS Field Level Intermediate Trouble-shooting Equipment (MFLITE) kit is a data collection and trend analysis tool for the initial fielding of the MIDS-JTRS terminal. The kit provides a screening station to determine the serviceability of the terminal, which will reduce aircraft downtime, save labor hours and operational funds. MFLITE has the capabilities to perform relevant maintenance activities that may include, but are not limited to, verification of hardware or software configurations, statuses, and boot sequences, and security and recovery protocol at all appropriate levels.
The Air Force Life Cycle Management Center, Aerial Networks Division (AFLCMC/C3N) is seeking qualified and interested vendors to both self-identify and verify their specific expert qualification and technical experiences that qualify them for the PMO’s effort to: develop the MFLITE engineering design and technical data package (TDP), culminating in the production of a Technical Manual for use by the aircraft radio maintainer. In a later phase of the Program, the contractor may be selected to perform the follow-on effort of building and fielding the kits. Once fielded, the Contractor will follow a logistics sustainment plan for addressing life-cycle management of hardware components.
The anticipated scope of this effort includes, but is not limited to, the following:
1. Phase I - Write Technical Data Package; 1.1. Collect and analyze all relevant data to develop the technical data package.1.2. Define the scope and structure of the technical documentation.1.3. Draft initial versions of technical documents, ensuring compliance with applicable standards.1.4. Conduct peer reviews and validate the technical accuracy of drafted documents.1.5. Integrate feedback from reviews and finalize the technical data package.1.6. Maintain version control and update technical data as necessary.
1. Phase I - Write Technical Manual; 2.1. Outline the content and format of the Technical Manual in conformity with MIL-STD requirements.2.2. Author detailed maintenance and troubleshooting procedures.2.3. Create visual aids such as diagrams, illustrations, and flowcharts.2.4. Conduct usability testing and gather input from field users.2.5. Incorporate review comments and perform final edits.2.6. Format the manual for both print and electronic distribution.2.7. Ensure compliance with documentation and publication standards.
1. Phase II - Assemble Hardware and Install Government Furnished Software; 3.1. Procure all necessary components and subassemblies.3.2. Conduct a thorough quality inspection of procured parts.3.3. Assemble hardware components according to the design specifications.3.4. Install GFE software in accordance with USG installation instructions. 3.5. Perform functionality tests and verify operational compliance.3.6. Document assembly procedures and quality controls.3.7. Package and prepare hardware kits for deployment.3.8. Coordinate with logistics for the scheduling and transportation of hardware kits to field locations, to include foreign destinations.
1. Phase II - Sustain Hardware Components; 4.1. Develop and implement a logistics sustainment plan, and if awarded, reviewed and approved by DCMA, for hardware lifecycle management. The logistics sustainment plan will reference US Government developed and sustained software as Government Furnished Equipment (GFE) 4.2. Conduct supply chain risk management analysis and retain documentation for all components in kit.4.3. For hardware components develop an obsolescence plan and level of repair analysis (LORA).
