About this opportunity
The National Geospatial-Intelligence Agency (NGA) is seeking Cost Assessment and Program Evaluation (CAPE) support services through a Request for Information (RFI) to understand potential contractor capabilities for independent cost estimating and program analysis. The RFI focuses on obtaining support for developing Agency Cost Positions (ACPs) for Major System Acquisitions and Special Interest Acquisitions, with a specific emphasis on cost estimation, data management, and technical analysis. Contractors must have personnel with Top Secret/Sensitive Compartmented Information (TS/SCI) clearances and specialized certifications such as Project Management Professional (PMP) and International Cost Estimating and Analysis Association (ICEAA) credentials. The agency requires white paper responses of no more than 10 pages, addressing administrative information, relevant experience, and capabilities, with a submission deadline of January 8, 2025 at 4:00 PM ET. Responses should demonstrate expertise in cost estimation for intelligence programs, agile software development, and AI initiatives.
The contract will have a 12-month base period with four potential 12-month option periods, anticipated to begin on June 8, 2025, with work performed at NGA Washington and contractor sites in Springfield, VA. While there is no specific set-aside designation for this opportunity, the contract falls under NAICS code 541611 for Administrative Management and General Management Consulting Services. The RFI specifically seeks contractors with experience supporting oversight organizations, program management offices, and capabilities in developing Intelligence Capability Baseline Descriptions and Cost Analysis Requirements Descriptions. Contractors must also demonstrate strict adherence to organizational conflict of interest (OCI) guidelines, ensuring no unequal access to NGA's governance, business strategy, or technology information. Although this is an information-gathering RFI and does not guarantee a future solicitation, it provides potential vendors an opportunity to showcase their capabilities for future contract opportunities with the NGA.
