About this file

This document is a draft Performance Work Statement (PWS) dated December 19, 2024, for Cost Assessment and Program Evaluation (CAPE) support services at the National Geospatial-Intelligence Agency (NGA). The PWS outlines requirements for independent cost estimating, program office cost support, cost research, data management, training, and surge support services. The contract will have a 12-month base period plus four 12-month option periods.

The contractor must provide cost analysts with TS/SCI clearances and specific certifications to develop Agency Cost Positions (ACPs) and perform cost estimates for Major System Acquisitions (MSAs) and Special Interest Acquisitions (SIAs). Key personnel include a CAPE Support Team Lead with PMP and ICEAA CCE/A certifications, plus Senior Cost Analysts (8+ years experience) and Mid Cost Analysts (4+ years experience). Work will be performed at contractor facilities and NGA locations in Springfield, VA. Deliverables include monthly progress reviews, cost estimate models, technical reports, presentations, and maintenance of cost databases. The PWS requires strict organizational conflict of interest (OCI) avoidance, with contractors prohibited from having unequal access to NGA governance, business strategy and technology information that could provide competitive advantages.

Background CAPE supports NGA leadership in making investment decisions about the agency. CAPE reports directly to NGA's leadership, empowering them with the access, authority, and accountability needed to address a variety of enterprise-wide challenges. From incorporating business intelligence to assessing return on investment, CAPE is a trusted partner helping NGA achieve its vision.

CAPE provides independent and data driven assessments and program evaluations to drive NGA’s future. Mission activities include:

· Develop and support effective and efficient resource decisions informed by objective, independent analysis and evaluation of programs and major enterprise-wide initiatives.

· Provide consistent, defensible cost and manpower estimates supported by in-depth analysis that raises the level of resource awareness across the agency.

· Provide proactive, balanced and effective fiscal planning guidance reflecting current priorities and enabling NGA’s future state.

· Provide an adaptive capability to conduct and manage credible and pragmatic analyses that are considered in the context of broad NGA, DoD, and IC requirements.

The CAPE’s Cost Assessment strategic goals are to:

1) Conduct credible and timely cost estimates to support the Milestone Decision Authority (MDA) and stakeholders in managing the Major System Acquisitions (MSAs), Special Interest Acquisitions (SIAs), and other designated programs. In addition, provide cost support for cross-enterprise initiatives, including support for the Planning, Programming, Budgeting, & Evaluation (PPBE) process.

2) Provide cost expertise, consultation, training, and guidance to CAPE’s Program Evaluation teams, program offices, and other NGA organizations in support of their cost analysis needs.

3) Collect, acquire, cleanse, normalize, store, and analyze information from programs to improve the accuracy, accessibility, reliability, defensibility, efficiency, and production of cost estimates.

4) Conduct research to improve estimating methods, sizing, software development analysis, procurement, and sustainment of NGA's enterprise.

5) Collaborate with IC, DoD, and industry partners on acquiring and sharing best practices; resolving cost estimating challenges; and access to timely and relevant cost information.

Scope Independent Cost Estimating NGA’s acquisition programs align people, budgets, and the work necessary to provide capabilities, functions and services needed to accomplish specific GEOINT missions. In support of architecture and engineering initiatives, CAPE requires Cost Analysts to develop, document, and defend Agency Cost Positions (ACPs) for Ground Enterprise Systems and Sensor Integrations, as well as integration of existing and future Major System Acquisitions (MSAs) and Special Interest Acquisitions (SIAs). This work consists of the development of cost models and artifacts as required by ACPs for MSAs and SIAs under consideration by NGA.

Direct Program Office Cost Estimating Support This work consists of providing cost estimating and analysis support directly to Program Executive Offices (PEO), Program Management Offices (PMO), or Acquisition Programs/Projects. This includes the development of cost estimates, analyses of cost/budget data, analysis of technical investments, chargeback modeling, and conducting other studies as required by the program office through requests to CAPE. Examples of support include:

· Program Office Estimate (POE) - Develop cost estimates for the acquisition program office to support internal program office and NGA decision-making processes.

· Support NGA Budget Build – Analyze or align pre-existing estimates for Intelligence Program Budget Submission (IPBS) and Congressional Budget Justification Book (CBJB) submissions as well as other oversight requests like investment decisions and passbacks.

· Intelligence Capability Baseline Description (ICBD) and Cost Analysis Requirements Description (CARD) development and maintenance

· Performance Measurement – schedule analysis, compliance and surveillance reviews, performance report analysis, program assessments, and analysis of agile software development metrics.

· Acquisition Analysis – assistance with the coordination, generation, and review of acquisition documents and artifacts, including supporting cost realism evaluations for large program source selections.

Cost Research Cost research work consists of providing research and recommendations of innovative, independent solutions to enhance collection, analysis, and core enabling functions of NGA/CAPE.

· Conduct cost research and methods development to advance cost estimating capabilities based on industry standards, technology tools, and best practices.

· Leverage the collection of existing and new cost, technical, performance, schedule, and technical information to develop new cost estimating methodologies, Cost Estimating Relationships (CERs), and forecasting methods.

Cost Data Management & Data Analytics This work entails the development of the materials required for NGA to effectively implement contractor cost reporting requirement that enables collection of standardized cost data for use by NGA.

Cost data collection and analysis entails analysis of historical cost and technical data of systems to meet the NGA standards. The cost data collection will be cleansed, normalized and consolidated into useable databases, and reviewed for sufficiency.

Additionally, the development and maintenance of cost analysis data, models, and tools will bring together diverse cost, technical, schedule and programmatic datasets to enable more complex analysis and discovery to inform acquisition and senior leadership decisions.

Training & Outreach This work entails reviewing, updating, and delivering materials as part of internal reviews and training curriculum as well as supporting outreach activities with IC, DoD, and industry.

Surge Support The contractor shall have the capacity to surge in the areas within the scope of the contract. In support of the NGA’s PEO construct and to ensure acquisition rigor is provided to NGA acquisition programs of record or future acquisitions as stated in the requirements capability documents (RCD) across the enterprise, Surge Support may be required in the areas within the scope of this contract. The potential increased cost estimating and analysis requirements include support to all acquisition programs requiring Government Cost Estimates to inform Acquisition Decision Memorandums (ADM), annual budget development, and data-driven Program Management decisions that inform annual spend plan development and execution. The contractor will also be responsible for supporting other regular initiatives that may require ad-hoc CAPE support during the course of a fiscal year. Examples of these initiatives include: OMB Passbacks, GEOINT ‘View’ studies, Cloud Projects/Utilization/Usage analysis, cost/budget portfolio analysis, etc.

The requirements in the PWS are in support of NGA. The Government may also require other tasking requirements consistent with the general scope of the PWS in support of partner CAPE Offices (ex. Data Analytics, Program Evaluation, etc.) or partner Government agencies (NRO, ODNI, NSA, DoD and other agencies as needed). If required, this support to other Government agencies will be priced via separate contract modifications on a new Contract Line Item Number (CLIN).
