About this opportunity
Army Contracting Command – Rock Island is conducting market research through a Request for Information due August 13, 2026, to inform acquisition strategy and solicitation development for commercial compensation data licenses and a SaaS platform. This RFI is not a solicitation and carries no set-aside.
The government seeks a firm fixed price, commercial-off-the-shelf web-based compensation data platform enabling Department of War acquisition professionals to conduct salary planning, market pricing analysis across entry-level to executive positions, and geographic cost-of-living assessments. The platform must provide continuous web-based access to a bundled suite of tools with underlying databases encompassing broad company coverage, extensive job roles, global salary data, and multi-industry scope to support statistically significant benchmarking. The scope includes all licensing, hosting, maintenance, and data updates.
Core capabilities required include detailed salary calculators for market comparison and compensation analysis. The government requires vendors to support integration with internal Department of War systems, federal pay plans, and government and public sector positions. Security and compliance requirements include FedRAMP certification or ISO 27001/SOC 2 compliance. Vendors must demonstrate current SAM registration and prior government contracting experience. The government seeks flexible licensing models—single-user, multi-user, enterprise, or data sharing addendum options—and specifically inquires whether standard licenses permit internal data redistribution among Army agencies for official government business.
Responses should include sample license agreements, detailed pricing information, training and consulting support offerings, and data security documentation. This market research does not obligate contract award.
