About this file
This is a Market Research Questionnaire used to gather information about compensation data license vendors in support of developing an Army acquisition strategy and solicitation.
The government seeks to understand available compensation data products and services that would support Independent Government Estimates (IGEs) development within the Army Contracting Command and other Army Requiring Activities. The questionnaire requests vendor responses across seven parts: company information and business status; data sources, methodology, coverage, software features, and integration capabilities; training and consulting support; licensing models and usage terms; data security and compliance requirements; government contracting experience; and pricing structures.
Key requirements identified include: the ability to manually input vendor data into secure, internal Department of War systems for multiple government personnel; support for federal pay plans and government/public sector positions; FedRAMP certification or ISO 27001/SOC 2 compliance; current SAM registration and prior government contracting experience; and flexibility in licensing arrangements (single-user, multi-user, enterprise, or data sharing addendum options). The government specifically inquires whether standard licenses permit internal data redistribution among Army agencies for official government business and requests sample license agreements and detailed pricing information. This questionnaire is explicitly stated as market research only and does not constitute a solicitation or obligate the government to award a contract.
