About this opportunity
The Department of the Air Force Materiel Command Lifecycle Management Center at Randolph Air Force Base is conducting market research through a Request for Information to identify contractors capable of providing commercial Wi-Fi internet services and equipment installation for Building 977 at JBSA Randolph, with RFI responses due October 14, 2026. The Government is determining whether responsible sources exist to support a competitive procurement or structure it as a total Small Business Set-Aside and specifically welcomes 8(a), Service-Disabled Veteran-Owned, HUBZone, and Women-Owned small business responses. NAICS code 517112 (Wireless Telecommunications Carriers except Satellite) applies, with a size standard of 1,500 employees.
Performance occurs at Building 977, a 41,000-square-foot facility at JBSA Randolph, Texas. The contractor must deliver a minimum of 500 Mbps symmetrical bandwidth via dedicated commercial circuit using 802.11ac or higher wireless standards with dual-frequency access points supporting 2.4 GHz and 5 GHz bands and WPA-2 Enterprise/Personal or better security. The scope includes re-establishing commercial Wi-Fi in previously serviced areas and engineering a first-floor extension to Wings C and D, with post-installation heat mapping. Full activation of existing areas is required within 10 business days of award; complete installation and testing of the first-floor extension within 30 calendar days. The contract comprises a 12-month base year plus four optional one-year renewal periods. The contractor must maintain 24/7/365 monitoring with four-hour response notification during standard hours, one-business-day on-site repair dispatch capability, and a minimum 95 percent monthly uptime. Installation must comply with ANSI/EIA/TIA, UFC, BICSI, NFPA-101, and ADA standards and remain isolated from Air Force NIPRNet systems.
Respondents must submit company information, small business status, pricing source (GSA Schedule or open market), estimated monthly costs for 500 Mbps service, one-time equipment installation costs, and descriptions of similar government and commercial services over the past three years, including anticipated teaming arrangements. Responses should be sent to Sarah Dietel (sarah.dietel@us.af.mil) and Syedah Gordon (syedah.gordon@us.af.mil) in Word or PDF format. Submission is voluntary; this RFI does not constitute a commitment to award.
