About this file

This is a Request for Information (RFI) and Sources Sought notice issued by the Department of the Air Force Life Cycle Management Center for market research purposes. The Government seeks to identify capable contractors to provide commercial Wi-Fi internet services and equipment installation for Building 977 at Joint Base San Antonio-Randolph Air Force Base in Texas. The objective is to determine whether responsible sources exist and whether the procurement can be competitive and/or structured as a total Small Business Set-Aside. The proposed NAICS code is 517112 (Wireless Telecommunications Carriers except Satellite) with a size standard of 1,500 employees. The Government is particularly interested in responses from small business concerns, including 8(a) certified firms, Service-Disabled Veteran-Owned Businesses (SDVOSB), HUBZone-certified businesses, and Women-Owned Small Businesses (WOSB).

Respondents should submit responses no later than close of business on October 14, 2026, via Microsoft Word or Adobe PDF format to Sarah Dietel (sarah.dietel@us.af.mil) and Syedah Gordon (syedah.gordon@us.af.mil). Interested parties must provide company information, UEI/CAGE code, small business status, socio-economic classification if applicable, GSA Schedule or open market pricing availability, and descriptions of similar services provided to government and commercial customers within the past three years. The pricing table requests estimated costs for monthly internet service at 500MB speeds for a base year plus four option years, as well as one-time equipment and installation costs. Respondents are encouraged but not required to provide pricing information. All information submitted is strictly voluntary for planning purposes only, and this RFI does not constitute a commitment by the Government to award a contract or issue a formal Request for Proposal.

1. OBJECTIVE & DESCRIPTION

The purpose of this Sources Sought / Request for Information (RFI) is to conduct market research to identify capable contractors that can provide commercial Wi-Fi internet services and equipment installation for Building 977 at JBSA Randolph AFB, and to determine if responsible sources exist to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside.
