About this file
This is a Statement of Work (SOW) for commercial Wi-Fi internet services at Building 977, Randolph Air Force Base, Texas, issued by AFLCMC/GBH. The Contractor must provide comprehensive management, equipment, materials, labor, and transportation to establish and maintain commercial Wi-Fi service throughout the approximately 41,000 square-foot facility. The scope includes two primary objectives: re-establishing commercial Wi-Fi service in previously serviced areas and engineering a first-floor extension to Wings C and D, including post-installation heat mapping to optimize access point placement and signal coverage.
The performance period consists of a 12-month base year plus four optional one-year renewal periods for a total potential duration of five years, with monthly recurring service requirements. The Contractor must deliver a minimum of 500 Mbps symmetrical bandwidth (both download and upload) via dedicated commercial circuit using 802.11ac or higher wireless standards with dual-frequency access points supporting 2.4 GHz and 5 GHz bands and WPA-2 Enterprise/Personal or better security. Critical timelines require full activation of existing areas within 10 business days of contract award and complete installation and testing of the first-floor extension within 30 calendar days. The Contractor must maintain 24/7/365 monitoring with four-hour response notification during standard operational hours (0800-1600, Monday-Friday, excluding federal holidays), provide one-business-day on-site repair dispatch capability, and maintain a minimum 95 percent monthly uptime. Installation must comply with ANSI/EIA/TIA, UFC, BICSI, NFPA-101, and ADA standards, remain completely isolated from Air Force NIPRNet systems, and include a Captive Portal requiring DoD User Agreement acceptance. Deliverables include as-built telecommunications drawings, post-installation Wi-Fi coverage heat maps, and security configuration verification. The Contractor must maintain site cleanliness and safety standards and comply with JBSA-Randolph security requirements and vetting procedures for all personnel.
