About this file

This is a Request for Information (RFI) and Sources Sought notice issued by the Department of the Air Force Life Cycle Management Center for commercial Wi-Fi internet services and equipment installation at Building 977, Joint Base San Antonio-Randolph. The Government is conducting market research to identify capable contractors and determine whether responsible sources exist to support a competitive procurement or total Small Business Set-Aside. Responses are strictly voluntary and do not constitute a binding commitment. The RFI targets the NAICS code 517112 (Wireless Telecommunications Carriers except Satellite) with a size standard of 1,500 employees, and the Government specifically welcomes participation from small businesses, including 8(a), Service-Disabled Veteran-Owned, HUBZone, and Women-Owned small business concerns.

Respondents must provide company information, small business status, pricing source (GSA Schedule or Open Market), and estimated costs for monthly 500MB internet service and one-time equipment installation/deployment. The pricing template indicates a base year of 12 months with four optional one-year extension periods. Interested parties must submit responses in Microsoft Word (.docx) or Adobe PDF format to Sarah Dietel (sarah.dietel@us.af.mil) and Syedah Gordon (syedah.gordon@us.af.mil) no later than close of business September 14, 2026. Respondents should clearly identify any proprietary information and describe similar services provided to Government and commercial customers over the past three years, including anticipated teaming arrangements with delineation of work between prime and subcontractors.

1. OBJECTIVE & DESCRIPTION

The purpose of this Sources Sought / Request for Information (RFI) is to conduct market research to identify capable contractors that can provide commercial Wi-Fi internet services and equipment installation for Building 977 at JBSA Randolph AFB, and to determine if responsible sources exist to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The Government will use this information to determine the best acquisition strategy for this procurement and is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, HUBZone, and Women-Owned small business concerns. The Government requests that interested parties respond to this notice if applicable and identify their small business status under the identified NAICS code, provide any anticipated teaming arrangements (delineating between the work that will be accomplished by the prime and the work accomplished by the teaming partners), and include a description of similar services offered to the Government and to commercial customers for the past three years.

All information provided is strictly voluntary; this notice is for planning purposes only and does not constitute a Request for Proposal (RFP) or a commitment by the Government to award a contract.
