About this opportunity
The Department of the Air Force is seeking information on the development and sustainment of a Communications, Navigation, Surveillance, and Air Traffic Management (CNS/ATM) suite of tools for Air Force and Foreign Military Sales platforms, with responses due by September 14, 2026. This is a Request for Information only and not a binding solicitation; the Government anticipates releasing a draft RFQ/RFP in December 2026 or January 2027, with award expected before the incumbent contract ends on May 3, 2027.
The C3BM/C3M program office at Hanscom Air Force Base, Massachusetts is conducting market research. Respondents must submit a completed Non-Disclosure Agreement to access Controlled Unclassified Information, with one NDA required per company. NDAs must be sent to Mikayla Sequeira (mikayla.sequeira@us.af.mil), Brenna Gonsalves (brenna.gonsalves@us.af.mil), and Julia Hovasse (julia.hovasse@us.af.mil). Signatories must comply with DFARS 252.204-7008 and 252.204-7012, implement NIST SP 800-171 network security controls, and report cyber incidents. CUI materials must be destroyed and verified in writing within 10 calendar days of Government notification.
Scope includes design, development, developmental testing, and operational support of the CNS/ATM tool suite; implementation of integration, certification, and sustainment procedures for an aerial navigation database solution; and continual aeronautical data servicing to meet Air Force mission needs. The Government anticipates a single-award, Time and Materials contract structure with development and sustainment combined rather than split. The procurement covers both U.S. and FMS scope, with FMS broken onto separate CLINs; no specific FMS certification is required. All software will be developed with Government funds, resulting in unlimited data rights for the Government. A 6-month transition period is planned.
